Requirements to become a foster parent
After deciding to foster, make sure your household members are on board with what will be a life-changing decision to foster. Then, educate yourself about Ohio's requirements for foster parents. Applicants who want to foster or adopt in Ohio must:
- Be at least 21 years of age
- Live in a safe and stable home
- Meet home safety requirements
- Clear a background check with fingerprinting
- Provide at least three character references
- Provide ample space for a foster child in their house or apartment
- Attend foster parent orientation
- Take part in required hours of foster parent training
- Maintain financially stability
- Prove good health
- Complete the Home Study process
To apply or ensure you meet the prerequisites, there are two primary Ohio state resources. Contact the Ohio Department of Job and Family Services (ODJFS) or a local Public Children's Service Agency (PCSAs).
If you are ready to learn more, contact a local child-placing agency to schedule foster parent information orientation. At orientation, aspiring foster parents learn more about foster parenting responsibilities, navigating the foster system, and the foster application process. If you have questions, orientation is an excellent opportunity to ask questions and meet other potential foster families.
Administrative paperwork can take some time to complete, but having everything prepared will ensure it goes smoothly. It will help the process move along if you gather financial documents ahead of time. These include tax filings and paystubs, which you will need to show as proof of financial stability.
Foster parents in Ohio must also attend 24 hours of pre-service foster parent training. This training teaches foster families about the trauma experienced by all foster children. It also covers how to provide general and specialized care to foster children.

Every time I look at my daughter, I'm amazed! The staff at Building Blocks was an absolutely joy! From the very first day, they took the time to answer my questions and made sure I was informed and comfortable every step of the way. They were helpful, understanding, and there for me throughout the process. Not only were they there for me, but they also provided the same support for my Birth Mother. Today, I have a beautiful and amazing daughter that just delights my heart. I couldn't imagine going through this process without the caring staff at Building Blocks, and I would choose them again and again!

We have adopted twice through Building Blocks and if we decide to adopt again in the future they are the only agency that we would use. They were there every step of the way through both of our adoption processes. They were not only there for us, but they were there for our son's birth mother. They helped her in any way that they could. Building Blocks made us parents and we are forever grateful for everything that they have done for us.

Building Blocks played an invaluable role in our adoption story. They responded quickly to our questions, shared in our joys and stresses and helped us walk through the entire process. The staff was very knowledgeable and offered great help that can only be offered through experience. They provided quality and loving services to us and our daughter's birthmother during both pre-placement and post-placement. We highly recommend working with BBAS as it is evident that they love what they do and really care about each family they are involved with.

Our introductory adoption process with BBAS was incredible.... to the point we knew we would face challenges trying to do it again if we had to work with another agency. And we did as we were matched through another agency quickly :) But as always BBAS came in, supported us however was needed, and ended up finalizing everything for us the second time. We will only work with them as we look to future adoption. We can't emphasize enough, how much the people there care about us as a family and the baby's placement in conjunction with one another. It is truly unique. From our standpoint, if you want a partner in adoption, it is BBAS hands down. Blessings and good luck to those embarking on the journey, BBAS is your best guide!

Building Blocks was with us every step of the way while we were adopting our baby. The staff is very helpful, compassionate and understanding.
