Requirements to become a foster parent
After deciding to foster, make sure your household members are on board with what will be a life-changing decision to foster. Then, educate yourself about Ohio's requirements for foster parents. Applicants who want to foster or adopt in Ohio must:
- Be at least 21 years of age
- Live in a safe and stable home
- Meet home safety requirements
- Clear a background check with fingerprinting
- Provide at least three character references
- Provide ample space for a foster child in their house or apartment
- Attend foster parent orientation
- Take part in required hours of foster parent training
- Maintain financially stability
- Prove good health
- Complete the Home Study process
To apply or ensure you meet the prerequisites, there are two primary Ohio state resources. Contact the Ohio Department of Job and Family Services (ODJFS) or a local Public Children's Service Agency (PCSAs).
If you are ready to learn more, contact a local child-placing agency to schedule foster parent information orientation. At orientation, aspiring foster parents learn more about foster parenting responsibilities, navigating the foster system, and the foster application process. If you have questions, orientation is an excellent opportunity to ask questions and meet other potential foster families.
Administrative paperwork can take some time to complete, but having everything prepared will ensure it goes smoothly. It will help the process move along if you gather financial documents ahead of time. These include tax filings and paystubs, which you will need to show as proof of financial stability.
Foster parents in Ohio must also attend 24 hours of pre-service foster parent training. This training teaches foster families about the trauma experienced by all foster children. It also covers how to provide general and specialized care to foster children.

We were very nervous about starting our adoption journey. After researching many agencies we felt most comfortable with BBAS. We met with BBAS director, Denise. She was patient, direct and answered all our questions. Denise, along with the entire BBAS staff were amazing to work with. We couldn’t have asked for a better adoption experience. From the time we initially contacted BBAS until we had our baby girl in our arms was 9 months! We had support from BBAS every step along the way and were available day or night if we needed anything. Now we have an amazing daughter and couldn’t feel more blessed!

Our adoption process was an emotional and rewarding journey and Building Blocks was with us through it all. They were very informative,supportive and kind,they provided us with the guidence that we needed. We feel very blessed and glad we chose Building Blocks to help us adopt our daughter and could not be happier. We highly recommend Building Blocks Adoption Services and couldn’t be more pleased with our experiences. We had the pleasure of working with Building Blocks for both of our adoptions. We have had two incredible adoption experiences with Building Blocks. The team of people we worked with from those at the office to the case workers are so incredibly compassionate to both the adoptive families and birth parents. They were also very responsive to all of our questions along the way. I would highly recommend working with the people at Building Blocks.

We are so thankful for the Building Blocks team! They were kind to us, and to our daughter's birthmother. They treated her with respect and we were grateful for that because she deserves all the respect in the world. They kept us informed, answered all our questions, and cared about our family. They worked really hard to match us with just the right birth mom , and we are now a happy family of three because of their help.
