Requirements to become a foster parent
After deciding to foster, make sure your household members are on board with what will be a life-changing decision to foster. Then, educate yourself about Ohio's requirements for foster parents. Applicants who want to foster or adopt in Ohio must:
- Be at least 21 years of age
- Live in a safe and stable home
- Meet home safety requirements
- Clear a background check with fingerprinting
- Provide at least three character references
- Provide ample space for a foster child in their house or apartment
- Attend foster parent orientation
- Take part in required hours of foster parent training
- Maintain financially stability
- Prove good health
- Complete the Home Study process
To apply or ensure you meet the prerequisites, there are two primary Ohio state resources. Contact the Ohio Department of Job and Family Services (ODJFS) or a local Public Children's Service Agency (PCSAs).
If you are ready to learn more, contact a local child-placing agency to schedule foster parent information orientation. At orientation, aspiring foster parents learn more about foster parenting responsibilities, navigating the foster system, and the foster application process. If you have questions, orientation is an excellent opportunity to ask questions and meet other potential foster families.
Administrative paperwork can take some time to complete, but having everything prepared will ensure it goes smoothly. It will help the process move along if you gather financial documents ahead of time. These include tax filings and paystubs, which you will need to show as proof of financial stability.
Foster parents in Ohio must also attend 24 hours of pre-service foster parent training. This training teaches foster families about the trauma experienced by all foster children. It also covers how to provide general and specialized care to foster children.

We highly recommend Building Blocks Adoption Services! They helped guide us every single step of the way through our adoption process. Whenever we had a question, there was always someone ready with an answer. We had contact with other agencies, but none provided the personal attention that Building Blocks gave us. It was a very emotional process, but they helped us along in so many ways throughout our journey. We are so appreciative of their help in connecting us with our birth mom and are forever grateful that our birth mom chose us as a family. We are still in contact with the Building Blocks office staff, and also with our social worker who helped make our home study and post-placements visits so seamless.

We successfully adopted with the help of Building Blocks and highly recommend their services - They guided us through the entire process from homestudy to matching to post-placement, and have been very professional and kind at every step. They've always been very responsive to answering questions (even on a holiday weekend birth in our case!) And we really appreciate the social workers we've worked with through Building Blocks - they've been compassionate, knowledgeable, and always show great care for our daughter's birth family, which is important to us. We're so happy to now be a family of 3 and definitely recommend working with Building Blocks!

Building Blocks was a great guide throughout the long and sometimes confusing path towards adoption. We chose Building Blocks because the values they place on the Birth Mother relationship, their reputation and adoption programs. We had many concerns and questions in the beginning the staff took their time with us and never made us feel like our questions were unwarranted. We have been matched through Building Blocks and have been able to grow our family by adding the perfect baby boy.

Building Blocks has been an absolute pleasure to work with throughout our adoption journey. There are numerous tasks that must be completed for an adoptive couple to be ready to adopt a child. The way in which the tasks are presented by Building Blocks is done so in a way that does not overwhelm, but rather encourages and even excites adoptive parents. We always felt that we could go to them with a question or concern and they would respond quickly with compassion and support. We are so thankful to have found them and even more thankful for the wonderful baby girl that we now have in our lives.

We recently adopted our first child with the help of Building Blocks Adoption Services. The staff was available with any questions that we had and helped us along every step of the way. Our social worker was caring and thorough, and it is clear that everyone involved has a passion for what they do!
