Requirements to become a foster parent

After deciding to foster, make sure your household members are on board with what will be a life-changing decision to foster. Then, educate yourself about Ohio's requirements for foster parents. Applicants who want to foster or adopt in Ohio must:

  • Be at least 21 years of age
  • Live in a safe and stable home
  • Meet home safety requirements
  • Clear a background check with fingerprinting
  • Provide at least three character references
  • Provide ample space for a foster child in their house or apartment
  • Attend foster parent orientation
  • Take part in required hours of foster parent training
  • Maintain financially stability
  • Prove good health
  • Complete the Home Study process

To apply or ensure you meet the prerequisites, there are two primary Ohio state resources. Contact the Ohio Department of Job and Family Services (ODJFS) or a local Public Children's Service Agency (PCSAs).

If you are ready to learn more, contact a local child-placing agency to schedule foster parent information orientation. At orientation, aspiring foster parents learn more about foster parenting responsibilities, navigating the foster system, and the foster application process. If you have questions, orientation is an excellent opportunity to ask questions and meet other potential foster families.

Administrative paperwork can take some time to complete, but having everything prepared will ensure it goes smoothly. It will help the process move along if you gather financial documents ahead of time. These include tax filings and paystubs, which you will need to show as proof of financial stability.

Foster parents in Ohio must also attend 24 hours of pre-service foster parent training. This training teaches foster families about the trauma experienced by all foster children. It also covers how to provide general and specialized care to foster children.

Denise and the entire Building Blocks team have been absolutely phenomenal throughout our adoption journey. They have helped us handle several very high highs and very low lows with a tremendous amount of empathy and understanding. They are incredibly responsive and professional in answering all of our questions and helping us understand an adoption process we knew nothing about previously. Trust is so important in such a life-changing and vulnerable process as adoption, and the Building Blocks team handles everything with so much grace it was easy to develop a strong trust with them. We highly recommend and would be excited to get to work with them again!

We had a very positive experience with Building Blocks. It took about a year for us to be matched with a birthmother and another 3 months before we met our son. Building Blocks did an excellent job of helping us through the entire process. After we were matched, they helped guide both us and our birthmother through the innumerable questions and tasks that pop up, such as the various court proceedings and hospital visits. We were very impressed with the personal attention they gave us during the birth and afterwards to make sure we were all adjusting well. We plan on using their services again for a future adoption.

Update: We used Building Blocks for our second adoption. Like the first time, everyone at Building Blocks was very supportive. They made themselves available throughout the adoption to support both us and our birth mother by answering our questions and helping us through the process. Everyone we interacted with truly helped make the process as smooth as possible and acted both professionally and compassionately.

Zero reviews from birth mothers so, here's the first. It was a great experience all the way to delivery.

AFTER DELIVERY - it's basically....who are you? No services provided for therapy, which could have helped me tremendously. No follow up calls. Nothing. I wasn't expecting any handouts, but the lady I had could have been more compassionate. The nurses weren't even made aware that I was going through with adoption, and repeating myself over and over again got emotionally draining. One nurse in particular was a complete ANGEL in the midst of it all. Giving up a child on top of post-pardom damn near cost me my life. Once you have the baby and documents are signed, birth mothers are discarded like trash. Worse experience of my life but, the damage is done.

We recently finalized the adoption of two sibling boys who are older from state foster care. Jo Ann worked endlessly to find the perfect match for both them and us. Karen who did our home study and now reapplication to adopt another child was exceptional. The process can be emotionally exhausting, but it is also an evolution of where you perceive you want to be to where you end up. We grew as a couple and now as a family. Our boys are wonderful additions and I wish more would consider older child adoption. The whole Building Blocks family is truly that...family.

My husband and I are adoptive parents of two beautiful boys. We adopted each of our sons through different agencies. We worked with Building Blocks to adopt our youngest son, and I can honestly say I wouldn't recommend working with anyone else. If you are an adoptive parent or are a birthmother looking to place her baby for adoption, BBAS should be at the top of the list for agencies to consider. In fact, if my husband and I consider adopting again, we will return to Building Blocks. The agency is filled with kind, compassionate people (especially the social work team and Denise) who have figured out how to make this process bearable (given the amount of uncertainty there is with adoption). The way the agency interacts with adoptive families keeps hope alive and really feels like they are keeping both birth mothers and adoptive parts at center of all they do.

Thank you BBAS for bringing us together with our son and being so supportive of his birthmother, who continues to mean so much to us.
