Requirements to become a foster parent
After deciding to foster, make sure your household members are on board with what will be a life-changing decision to foster. Then, educate yourself about Ohio's requirements for foster parents. Applicants who want to foster or adopt in Ohio must:
- Be at least 21 years of age
- Live in a safe and stable home
- Meet home safety requirements
- Clear a background check with fingerprinting
- Provide at least three character references
- Provide ample space for a foster child in their house or apartment
- Attend foster parent orientation
- Take part in required hours of foster parent training
- Maintain financially stability
- Prove good health
- Complete the Home Study process
To apply or ensure you meet the prerequisites, there are two primary Ohio state resources. Contact the Ohio Department of Job and Family Services (ODJFS) or a local Public Children's Service Agency (PCSAs).
If you are ready to learn more, contact a local child-placing agency to schedule foster parent information orientation. At orientation, aspiring foster parents learn more about foster parenting responsibilities, navigating the foster system, and the foster application process. If you have questions, orientation is an excellent opportunity to ask questions and meet other potential foster families.
Administrative paperwork can take some time to complete, but having everything prepared will ensure it goes smoothly. It will help the process move along if you gather financial documents ahead of time. These include tax filings and paystubs, which you will need to show as proof of financial stability.
Foster parents in Ohio must also attend 24 hours of pre-service foster parent training. This training teaches foster families about the trauma experienced by all foster children. It also covers how to provide general and specialized care to foster children.

The staff at Building Blocks has always been responsive and knowledgeable. We were very satisfied with their service for the adoption of our first and second child. The fact that they are available to readily answer phone calls and emails is an absolute plus. We would highly recommend them to anyone interested in adoption.

Our experience with Building Blocks has been wonderful. Building Blocks was the first agency that we had contacted and felt an instant connection with all the staff we spoke to. They called and emailed several times just making sure all our questions we answered or to just help us in any way that was needed.
The homestudy seemed so far away at first. We were assured everything would flow in a very timely manner, and what we thought was going to take years only took a few short months. Once we got our social worker, who is absolutely a wonderful person, we started the homestudy process. We told her from the beginning the more quickly we could get it done the happier we would be. She was completely ok with that and we rushed through all of it making sure that it was all still completed accurately so that we would not have any setbacks. Our entire homestudy process could not have gone any better.
We were homestudy approved and matched with a birth family with a few months. Denise talked with us many times over the next several month as we were matched with a family in California, and were also using their agency as well. Denise and the entire Building Blocks staff were so pleasant each time we would call with questions or concerns, and they were also in contact with the agency in California on our behalf as well.
Our son was born in September and not a day went by that we were in California that we were not in contact with someone from Building Blocks, whether it was just and email or a text message, they made sure everything was going perfectly for us. We finalized our sons adoption the day after his 1st birthday!!
Not only did Building Blocks help us through it all with our son, we received a phone call when our son was only 3 months old, that a birth mother who was not using an agency was interested in Our family for the placement of her soon to be born daughter. We talked with Denise and our social worker, Kim, who both helped us so much. This birth mother was in Ohio, so we were closer to home. Soon after our son turned 6 months old he was blessed with a baby sister. Our family grew and we could not have had a better experience again. Building blocks helped us through the entire process and then with the monthly meeting we had to have with the social worker. Within 8 months we had 2 perfect children through the miracle of adoption. Without Building blocks, we wouldn't have the family we have now.
The staff at BBAS are true angels. They made us feel completely comfortable and helped get us through our emotional journey of expanding our family through adoption. Our lives would not be complete without our children. We would recommend Building Blocks to anyone that is interested in this journey, it is such an amazing journey to go through! In fact we already know of two families working with Building Blocks after hearing and following our life changing experience with adoption.

I highly recommend Building Blocks Adoption Agency in Ohio. Over 8 months ago I gave birth to a beautiful baby girl named Lilly. I knew within a minute of speaking with Denise that Building Blocks Adoption Service was exactly where I needed to be. Denise,(my sunshine, that's what I call her) was amazing as well as the other ladies, even down to the attorney. These women were all truly there for me every step of the way. It didn't matter day or night I could call ore text any of the ladies just to talk, laugh, or cry. (Most calls consisted of them listening to me sob). Once you talk with them, you will feel so comfortable, like you've known them forever. My attorney Michelle became more of a friend/counselor. You name it she was it! I'd call her crying many days and she was so loving and caring. It didn't matter how long it took to calm me down, she was there. I will always be grateful and forever have special place in my heart for all the staff at Building Blocks Adoption Agency. I love my daughter more than anything in this world and it was very important that she was placed in amazing hands, and also that I found the perfect family for me and my daughter Lilly. A wonderful lady (Becky, my social worker) sat and held my hand while meeting with different families making sure I was comfortable. I knew right away when I met this amazing family that God had sent them just for us. I can't put into words how much I love our new family. We are so very close. We talk all the time and I'm constantly getting pictures and videos. I'll never forget in the hospital Anne (adopted mother) hugged me and said, "We love you and welcome to the family, whether you like it or not you are part of this family now". We are planning a visit soon. SO EXCITED! I thank God everyday for Building Blocks Adoption in Ohio and all they have done for us and still doing. My life is forever changed because of my daughter Lilly and Chad, Anne,Eli and of course Building Blocks Adoption Service. We are truly an extended family now!! S.O. a forever birth mother

Building Blocks has been with us every step of the way through our recent adoption of our adorable baby girl. We found the staff to be very helpful and compassionate through the entire process. Not only did we feel we received wonderful care, but we also felt they provided the same support for the birth mother which we were so thankful for. We highly recommend Building Blocks and will definitely choose them again! We are so grateful for everything they did to guide us through this journey.

We recently adopted through Building Blocks. We can't imagine life without our son! From application to holding our baby in our arms took around 20 months. Every step of the way the agency was guiding us through our journey. The staff at Building Blocks was an absolute blessing through our entire process! The staff answered every question quickly and always made us feel comfortable.We loved that they were always straight shooters and kept us informed. Not only did they provide our family with unconditional support, they did the same for our birth mother. We are extremely thankful they were so considerate of our birth-moms feelings during the process. We will definitely choose Building Blocks again! We are beyond appreciative for them and everything they did to help us complete our family!
