Requirements to become a foster parent

You must meet minimum requirements to provide foster care in Pennsylvania. Foster parents for children in need must:

  • Be a minimum of 21 years old
  • Pass a criminal background check with fingerprinting
  • Have time and energy to devote to fostering
  • Live in a safe and healthy environment
  • Prove good health through a medical examination/physical
  • Maintain financial stability
  • Clear all home safety requirements
  • Complete required pre-service training hours
  • Finish the Home Inspection

After fulfilling all requirements during the approval process, licensed foster parents can welcome a foster child into their home. To maintain a valid license, foster parents must also participate in ongoing training each year.

All adults who are living in homes with foster children in Pennsylvania must pass a required criminal background check and fingerprinting. This includes adult children who are family members living at home.

There are other, more detailed requirements for foster homes, such as having a flushing toilet and an operable phone. Prospective foster parents will learn more details during foster parent orientation.

Once you've decided to foster, you can contact a public or private foster agency or the Pennsylvania State Resource Family Association. Foster agencies screen and train prospective foster families and ensure applicants are good candidates for foster care.

I have 2 beautiful, HEALTHY, children because the Adoption Services!! We chose them because they work with almost all states (47) and, to this day, I am still in contact with the wonderful social worker, Laura, who helped with the adoption. They were fantastic, friendly, and honest. The most sincere THANK YOU!

My husband and I had wanted to have a family we tried for 6 long years. When we decided to adopt we went to an adoption fair where we started with an agency that when we asked questions they became upset with us. My husband and I wanted to be ready for anything that could happen good or bad. To our surprise the day after the orientation the agency called us to say that they didn't think that we were a good fit for their agency, that devastated both of us. Through a friend we were referred to Adoption Services Inc PA from the minute we contacted them they were wonderful. Dr. Berger and Laura were incredible to deal with. All our questions were answered and we were able to ask as many questions as we wanted. All of our questions and concerns were answered without making us feel bad or uncomfortable. When the whole process was done we are the parents of a beautiful happy and healthy little girl. Our family is complete and we have Dr. Berger, Laura and Adoption Services Inc. to thank for that.

When we first started down the path to adoption, we called agency after agency and felt no connection. It felt like we were just a number.
We were referred to Adoption Services and that all changed...

From the moment we called Adoption Services we felt welcomed. We were invited for a face to face visit with Dr. Berger and his phenomenal staff. Adoption Services answered every question we asked and some we didn't think to! The answers we received were frank, open and honest. This honesty fostered a great deal of trust between our family and Adoption Services.

Adoption Services genuinely cared for us and for our daughter's birthparents. The staff at Adoption Services was with us and our daughter's birthparents every step of the way.

Adoption Services continues to provide us services and we couldn't be happier to maintain a connection with the agency that gave us our greatest joy.

It has been a privilege working with the Adoption Services team. I personally recommend Adoption Services to every family seeking to build their family through adoption.

We used Adoption Services, Inc. and could not be more pleased with the outcome and with the services provided. Our family and life would not be possible without Dr. Berger and his staff.

We were treated with respect and maintained open communication with the agency throughout the adoption process.

Thank you for all that you have done and will continue to do for families like ours.

We used two agencies for adoption, including Adoption Services and from an adopting parents point of view, you can find better. They lack compassion for our family situation. In addition, there are many more adoption friendly states than the states they operate.
