If you are a birth mother or birth father, we are here to help you and your baby completely free of charge, whether you are raising your child yourself or placing your child for adoption.
If you are an adopting family, we are also here to help you with all your questions and concerns. Since our founding in 1985, we have completed over 900 successful placements and our overall satisfaction rating is excellent. We have a five-star Google rating and you can visit our testimonial pages.

Requirements to become a foster parent
You must meet minimum requirements to provide foster care in Pennsylvania. Foster parents for children in need must:
- Be a minimum of 21 years old
- Pass a criminal background check with fingerprinting
- Have time and energy to devote to fostering
- Live in a safe and healthy environment
- Prove good health through a medical examination/physical
- Maintain financial stability
- Clear all home safety requirements
- Complete required pre-service training hours
- Finish the Home Inspection
After fulfilling all requirements during the approval process, licensed foster parents can welcome a foster child into their home. To maintain a valid license, foster parents must also participate in ongoing training each year.
All adults who are living in homes with foster children in Pennsylvania must pass a required criminal background check and fingerprinting. This includes adult children who are family members living at home.
There are other, more detailed requirements for foster homes, such as having a flushing toilet and an operable phone. Prospective foster parents will learn more details during foster parent orientation.
Once you've decided to foster, you can contact a public or private foster agency or the Pennsylvania State Resource Family Association. Foster agencies screen and train prospective foster families and ensure applicants are good candidates for foster care.

Adoption Services facilitated both of our children's adoptions. We found the first through a family member whose friend's daughter, in a different state, was pregnant. We met months beforehand, and all agreed to proceed. Vince led us through the details of dealing with different agencies, attorneys, and laws in both states, and it worked out perfectly except that the birth was a few weeks early and we were in another country, it was a holiday weekend, and we couldn't get a flight out right away. He asked if we wanted to get on the two-year waiting list for a second child, and we said yes. Two years later, the phone rang and that was that. Our children have always known (at an age-appropriate level) that we adopted them, and as far as I know it's just been an interesting fact to them, not a big deal at all. (Other family members were also adopted so it's not uncommon in our family.) Both of our children are now grown (26 and 28), and one is married and we now have three grandchildren. One of our kids was interested in finding out details and meeting with the birthmother, so we did a bit of research and facilitated that (the birthmother and her mother, grandmother, and several sons came to our child's wedding), while our other child is too involved with a professional career to be curious or interested in relationships or children at this time.

We feel very blessed to have participated in the adoption process three times over a course of six years with Adoption Services, Inc. The thorough, professional and honest manner which Dr. Berger and his staff continue to display are admired and appreciated by my husband and I. We highly recommend them as we have only had positive experiences with the agency.

I initially contacted Adoption Services nearly 10 years ago, my husband and I were not able to conceive and Dr. Berger came to us highly recommended form co-workers. We went through the whole process of paperwork , background checks and interviews all under the guidance of Dr. Berger, Gina and Betty. They were extremely kind , patient and knowledgeable my husband and I were all ready to go , just waiting for our child to be placed with us , my husband unfortunately became ill and passed away. When I called and spoke to Dr. Berger he expressed his deepest sympathy and encouraged me to go ahead with a single parent adoption which I did not even think was possible. My daughter was born and placed in my arms nearly 2 years later and I will forever be thankful to Dr. Berger , Gina and Betty who held my hand and guided me through the whole exciting yet scary process, they changed my life forever for the good and I would recommend them very highly.
