Adoption Services, Inc. is a not-for-profit adoption agency that helps pregnant women, birth mothers, birth fathers, and adopting families living in any state. Feel free to contact us.
If you are a birth mother or birth father, we are here to help you and your baby completely free of charge, whether you are raising your child yourself or placing your child for adoption.
If you are an adopting family, we are also here to help you with all your questions and concerns. Since our founding in 1985, we have completed over 900 successful placements and our overall satisfaction rating is excellent. We have a five-star Google rating and you can visit our testimonial pages.

Requirements to become a foster parent
You must meet minimum requirements to provide foster care in Pennsylvania. Foster parents for children in need must:
- Be a minimum of 21 years old
- Pass a criminal background check with fingerprinting
- Have time and energy to devote to fostering
- Live in a safe and healthy environment
- Prove good health through a medical examination/physical
- Maintain financial stability
- Clear all home safety requirements
- Complete required pre-service training hours
- Finish the Home Inspection
After fulfilling all requirements during the approval process, licensed foster parents can welcome a foster child into their home. To maintain a valid license, foster parents must also participate in ongoing training each year.
All adults who are living in homes with foster children in Pennsylvania must pass a required criminal background check and fingerprinting. This includes adult children who are family members living at home.
There are other, more detailed requirements for foster homes, such as having a flushing toilet and an operable phone. Prospective foster parents will learn more details during foster parent orientation.
Once you've decided to foster, you can contact a public or private foster agency or the Pennsylvania State Resource Family Association. Foster agencies screen and train prospective foster families and ensure applicants are good candidates for foster care.

We highly recommend Dr. Berger and his staff, they care so much and are willing to answer any question you have. We have been blessed with a beautiful/healthy baby girl that is now 3 yrs old. Process is very long and detail and they are able to guide you step by step. We have only had positive experiences with them. We feel very blessed to have participated in the adoption process with Adoption Services, Inc. The thorough, professional and honest manner display are admired and appreciated by our family. We continue to highly recommend them to our family and friends. We appreciate all their support in the adoption journey.

Dr. Berger and his team have been outstanding - from the beginning of the process of adopting our first child 19 years ago through today, as we keep them updated on our family and our second child, adopted 16 years ago. It is clear that his aim is, and always has been, what is best for the child. As an adoptive parent, sometimes Dr. Berger gives you answers you don't want to hear, but his focus is always to be fair and objective and make sure the adoptive child is always thought of first. Adoption Services has been terrific to work with and I would most strongly recommend them to any couple looking to adopt.

We were referred to Adoption Services by a friend and we could not be more pleased with the agency. From the first conversation, Dr. Berger's vast experience and knowledge about the adoption process was apparent which gave us confidence and put us at ease given all of the information there is to consider. He was there each step of the way to give us guidance, and was always available for any questions we had. As we've heard him say, he has the best job in the world . After meeting him to pick up our beautiful baby boy at the hospital recently, we could not agree more with that statement! Dr. Berger truly values his clients and the great work he is doing. Anyone considering adoption should call him. We could not be more grateful to Dr. Berger and his team, all of which were amazing to work with.

My husband and I adopted our daughter and son from Adoption Services, 20 and 19 years ago, respectively, bringing each of them home as infants. Many other people have posted comments about how supportive and caring Dr. Berger and his colleagues were through the adoption process, and we heartily agree! We'd like to also commend them on their assistance and support in recent years, as each of our children approached age 18, and we reached out to their birthmothers. The professionals at Adoption Services provided guidance and advice on how to connect with the birthmothers in ways that respected everyone's privacy and comfort level. In our case, we were delighted that each of the birthmothers, our children, and my husband and I were all in favor of sharing contact information, getting in touch, and eventually even meeting. We now have wonderful new relationships with these amazing, unselfish young women, and our daughter and son each have another loving supportive woman in their lives. We are forever grateful to Adoption Services for the important role they have played in all of our lives.
