Adoption Services, Inc. is a not-for-profit adoption agency that helps pregnant women, birth mothers, birth fathers, and adopting families living in any state. Feel free to contact us.
If you are a birth mother or birth father, we are here to help you and your baby completely free of charge, whether you are raising your child yourself or placing your child for adoption.
If you are an adopting family, we are also here to help you with all your questions and concerns. Since our founding in 1985, we have completed over 900 successful placements and our overall satisfaction rating is excellent. We have a five-star Google rating and you can visit our testimonial pages.

Requirements to become a foster parent
You must meet minimum requirements to provide foster care in Pennsylvania. Foster parents for children in need must:
- Be a minimum of 21 years old
- Pass a criminal background check with fingerprinting
- Have time and energy to devote to fostering
- Live in a safe and healthy environment
- Prove good health through a medical examination/physical
- Maintain financial stability
- Clear all home safety requirements
- Complete required pre-service training hours
- Finish the Home Inspection
After fulfilling all requirements during the approval process, licensed foster parents can welcome a foster child into their home. To maintain a valid license, foster parents must also participate in ongoing training each year.
All adults who are living in homes with foster children in Pennsylvania must pass a required criminal background check and fingerprinting. This includes adult children who are family members living at home.
There are other, more detailed requirements for foster homes, such as having a flushing toilet and an operable phone. Prospective foster parents will learn more details during foster parent orientation.
Once you've decided to foster, you can contact a public or private foster agency or the Pennsylvania State Resource Family Association. Foster agencies screen and train prospective foster families and ensure applicants are good candidates for foster care.

After trying several adoption agencies, Adoption Services Inc. was, by far, the best! They are very caring and compassionate and are willing to go above and beyond for both the birth and adoptive families! In fact, the match with our birthmother occurred just ONE MONTH after signing the paperwork! We were amazed at how thorough this agency is!
Dr. Berger, Laura, Taylor and staff are still a very important part of our lives! We wouldn't have our beautiful son without them!!!!!!
I would recommend Adoption Services Inc. to anyone seriously interested in adoption!!

After finding out I couldn't have children due to a medical diagnosis, I was heartbroken. Then I found out that because of a medical diagnosis, other agencies wouldn''t even work with me. Then a friend of a friend recommended Adoption Services. Trying to navigate the adoption process is hard from the beginning to the end- the emotions, the endless paperwork, the surprises that no one plans for. Dr. Berger and his staff were supportive and did the navigating for us. They are well versed in the area of adoption, honest (even when it is not what you want to hear) and caring. Caring for the adopting family and the birth parents. They are a small office but mighty and thanks to them I am planning my son's 5th birthday as we speak. I see no reason to go anywhere else, I know it is a personal journey, but for us- they made our wishes come true.

Dr Berger has a remarkable, honest service in a field that can be misleading. He was always upfront with us and never lead us astray. Adoption can be hard without knowning the true intent of the birthmother, however; Dr Berger was alway honest that the adoption may fall through. Unbelievably, his time frame for our adoption was spot on. We will always be thankful for his kind, loving heart for others.

We adopted both of our children from Adoption Services and have been in touch with them for almost 15 years now. From our first experience we felt comfortable with them, felt they cared about BOTH us and the birth parents, have been very professional, and have been there if/when we've needed them. We had an issue with the birth mother when we were picking up our younger daughter. We gave a call to AS, they assured us everything would be fine, and within 30 minutes we were walking out of the hospital with our beautiful daughter!
Over the years we have recommended AS to many families and in fact have practically urged some to contact AS; we would not steer anyone in a direction that we would not fee comfortable with ourselves, ESPECIALLY something as important and life-changing as an adoption agency! After working with AS for 15 years, we can say they have become a part of our family!

Adoption is a beautiful but at times challenging process. Adoption Services Inc is a highly experienced, effective agency who will be with you through the ups and downs and ups again of the experience. Unlike many agencies who may tell you what you want to hear but ultimately tell you that they cannot meet your needs, the professionals at Adoption Services will, with kindness, make sure you understand the realities of each situation so that together you can come up with real solutions that work not just empty promises that fall apart when the rubber meets the road. I am forever grateful for their role in bringing my son into our family less than a year after my first, tentative inquiry.
