Adoption Services, Inc. is a not-for-profit adoption agency that helps pregnant women, birth mothers, birth fathers, and adopting families living in any state. Feel free to contact us.
If you are a birth mother or birth father, we are here to help you and your baby completely free of charge, whether you are raising your child yourself or placing your child for adoption.
If you are an adopting family, we are also here to help you with all your questions and concerns. Since our founding in 1985, we have completed over 900 successful placements and our overall satisfaction rating is excellent. We have a five-star Google rating and you can visit our testimonial pages.

Requirements to become a foster parent
You must meet minimum requirements to provide foster care in Pennsylvania. Foster parents for children in need must:
- Be a minimum of 21 years old
- Pass a criminal background check with fingerprinting
- Have time and energy to devote to fostering
- Live in a safe and healthy environment
- Prove good health through a medical examination/physical
- Maintain financial stability
- Clear all home safety requirements
- Complete required pre-service training hours
- Finish the Home Inspection
After fulfilling all requirements during the approval process, licensed foster parents can welcome a foster child into their home. To maintain a valid license, foster parents must also participate in ongoing training each year.
All adults who are living in homes with foster children in Pennsylvania must pass a required criminal background check and fingerprinting. This includes adult children who are family members living at home.
There are other, more detailed requirements for foster homes, such as having a flushing toilet and an operable phone. Prospective foster parents will learn more details during foster parent orientation.
Once you've decided to foster, you can contact a public or private foster agency or the Pennsylvania State Resource Family Association. Foster agencies screen and train prospective foster families and ensure applicants are good candidates for foster care.

The insight, education and services Dr. Berger and Adoption Services Inc. has provided our family has been invaluable. From the beginning stages of choosing to expand our family through adoption to bringing our baby home, knowing that Dr. Berger was there for each step of the way gave us great comfort during a fulfilling but emotional journey. I personally was not adopted but two of my siblings were adopted out of my family. Adoption services has helped me to hopefully reconnect with kg lost siblings. Fingers crossed I can know who my sister and brother are and what type of life they have lead.

Last year our hearts were filled when we adopted our baby daughter. We met her when she was just two days old and we have Adoption Services to thank for that! They were very upfront and thorough with the process, and were always available with any questions we may have had. It’s a small team so everyone knew who we were when we called and again, very personal and supportive process.

I was a bit overwhelmed at the start of my adoption journey. I knew it was something I wanted to pursue, but was scared and unsure about the best way to proceed. I began talking to a few different agencies to learn more about the process in general and their specific approach. When I contacted the staff at Adoption Services, Inc. I was very appreciative of the time they spent answering my question and walking me through the various steps and costs. The knowledge and support they offered, as well as their method for matching infants with adoptive families were the primary reasons I chose to work with them. I checked in regularly during my time in the process and the team was always there to answer my questions and respond to my emails. When I received the magical call, they shared in my excitement. Over the days and months that followed, they continued to reach out with updates and answer questions and they were with us at the courthouse the day the adoption was finalized. I feel incredibly blessed and will always be grateful for their support throughout the entire process.

The adoption process isn’t always an easy road, but Adoption Services walked with us every step of the way, resulting in our beautiful son joining our family. Dr. Berger and Laura were always helpful and honest, providing us with all the information we needed. They were sensitive to our unique case and were kind and caring towards our son’s birth mother, who also felt very comfortable working with this agency. Dr. Berger has an incredible amount of experience with adoptions, so you feel in very safe hands throughout the process.
