Requirements to become a foster parent
Understanding the licensing requirements is the first step, as they vary by state. In Maryland, potential foster parents must meet the following criteria:
- 21 years of age or older
- Live in a safe home, either a house or an apartment
- Undergo a criminal background check and fingerprinting
- Remain financially stable
- Able to support a child financially
- Undergo a medical examination
- Attend a medical reexamination every two years
- Provide three references
- Attend necessary parent training/education courses
- A minimum of two home visits by an approval worker
- Child support clearance
- No use of physical punishment allowed
- Receive a fire inspection and health clearance from local departments
The foster care agency you work with will help you to meet these qualifications. They answer your questions, provide parent education training, conduct home visits, and more. As such, they'll be your first point of contact as you prepare for your first placement.
Remember that it will take time to go through the approval process. The home study takes the longest, consisting of lots of paperwork, interviews, inspections, etc. However, you'll be a licensed foster parent in Maryland when it's over.

Among many things, adoption is a legal process that requires tremendous attention to detail. The staff at Adoption Makes Family professionally handled our home study process (twice!) in a caring, diligent, and precise manner.

In our time knowing Dr. Kirschner, he has operated not just as the head of an agency, but almost as a part of the family. He has helped us through our journey from day one and enabled us to welcome our beautiful daughter into our world.
About a year and a half ago we began to apply for the adoption process. This process is time-consuming, but having guidance and direction as we embarked on the several months of preparation, training courses, childproofing, etc to complete our home study was invaluable.
In our five years of marriage, we have had the opportunity to travel the world, experience personal, professional and spiritual growth at every turn. We mentioned to Dr. Kirschner about how important serving at our church is and how we look at all that God has given us, instead of that missing piece of not having a child.
Dr. Kirschner listened and coordinated with our pastors and church leadership to surprise us with a “Got-Cha Day” that we would never forget. We were brought up on stage to pray and were informed that god had answered our prayer for family. Now that we have had the blessing of being able to have the gift of our daughter, we know that nothing could be more fulfilling than providing her with a safe and loving home.

We adopted our daughter through Adoption Makes Family. Dr. K and his staff have years of experience and are extremely accommodating. What I like most about Adoption Makes Family is that it is a smaller agency, which made our experience a more personal one. Now we are part of this incredible family! They offer so much support on both ends of the adoption process. Dr. K is up front and honest and doesn't sugarcoat anything. He advised us of the lows, as well as the incredible highs. It is obvious how much it pleases him to bring families together.
My daughter is the love of my life! I am forever grateful to Dr. K and this agency. I'm anxiously looking forward to adopting our second child through Adoption Makes Family.

Adoption is not for the faint-of-heart but if you hang in there you could be blessed with a darling baby! The staff at Adoption Makes Family are top-notch and extremely professional. Dean (the founder and social worker) is very up front. He told us exactly what we needed to know and what to be prepared for as we made our way through the adoption process. The staff made the process less daunting and patiently answered my 100,000 questions! Dean facilitated the adoption waters and at the end we were blessed with our precious boy. I highly recommend Adoption Makes Family!
