Prospective adoptive parents can expect our dedicated professionals to guide them through the process of exploring adoption, fulfilling the requirements necessary for adoption, and beginning their adoption search. Our experienced staff will help you every step of the way.

We understand that many couples cannot conceive a child for medical or other reasons. We also appreciate there are single individuals who are exploring adoption services. Each social worker is highly trained and experienced in assisting prospective adoptive parents, providing counseling, adoption education, and placement services. We are prepared to meet your adoption needs in a personal, compassionate, and professional manner.

Requirements to become a foster parent

Understanding the licensing requirements is the first step, as they vary by state. In Maryland, potential foster parents must meet the following criteria:

  • 21 years of age or older
  • Live in a safe home, either a house or an apartment
  • Undergo a criminal background check and fingerprinting
  • Remain financially stable
  • Able to support a child financially
  • Undergo a medical examination
  • Attend a medical reexamination every two years
  • Provide three references
  • Attend necessary parent training/education courses
  • A minimum of two home visits by an approval worker
  • Child support clearance
  • No use of physical punishment allowed
  • Receive a fire inspection and health clearance from local departments

The foster care agency you work with will help you to meet these qualifications. They answer your questions, provide parent education training, conduct home visits, and more. As such, they'll be your first point of contact as you prepare for your first placement.

Remember that it will take time to go through the approval process. The home study takes the longest, consisting of lots of paperwork, interviews, inspections, etc. However, you'll be a licensed foster parent in Maryland when it's over.

Dr. Dean truly is 24/7 for this agency. He works very hard to make a match. Even hampered by the pandemic, Dr. Dean placed our daughter with us in a very reasonable amount of time. We could not be happier with the outcome. Also maybe this is a little taboo, but the prices are very reasonable compared to other agencies in the area, and unlike some other agencies, Adoption Makes Family charges very little until your child is placed with you.

It's possible the agency had trouble adjusting to covid, but that doesn't seem like an appropriate excuse for the level of unfamiliarity and distance from our case. Time and time again we would reach out to touch base and hear nothing back. It very much felt like we were doing all the work. When we finally met in person after months of waiting and spending a lot of money, it was clear that our case had hardly been read. I felt like a stranger paying for the privilege to be there.

After having some very positive experiences with the foster system, we decided to pull the plug with this agency. In the end, it was a lot of wasted money and grief. I'm not sure if this is how all adoption agencies work, but it definitely felt like a money-first business.

I strongly urge new families looking for adoption to enroll into the state foster system. You will receive training, feel like you're part of a community, spend nothing, and have immediate placements with plenty of opportunities for adopting.

We just wanted to say, that if you consider adopting or placing a child for adoption. We would highly recommend Adoption Makes Family. The process is straightforward, they are available at anytime day or night. They are caring, understanding, and supportive through out the process.

The adoption process can be overwhelming to say the least, especially with the amount of paperwork involved with adopting a child. My wife and I decided to go with a smaller agency. We found Adoption Makes Family, it was the best decision we could have made. Dr. Dean and his staff were very accessible, informative, professional and helpful with everything and anything.

We had an amazing experience with AMF. We started by just using Dr. Kirshner for our home study, but then entrusted him with the entire adoption process. He showed dedication and passion for what he does, and helped us every step of the way. We liked that AMF focused on Maryland adoptions, and finding the perfect fit for the child. Attention is paid to every detail to make the process a positive one for both the birth and adoptive families.
