Requirements to become a foster parent
Understanding the licensing requirements is the first step, as they vary by state. In Maryland, potential foster parents must meet the following criteria:
- 21 years of age or older
- Live in a safe home, either a house or an apartment
- Undergo a criminal background check and fingerprinting
- Remain financially stable
- Able to support a child financially
- Undergo a medical examination
- Attend a medical reexamination every two years
- Provide three references
- Attend necessary parent training/education courses
- A minimum of two home visits by an approval worker
- Child support clearance
- No use of physical punishment allowed
- Receive a fire inspection and health clearance from local departments
The foster care agency you work with will help you to meet these qualifications. They answer your questions, provide parent education training, conduct home visits, and more. As such, they'll be your first point of contact as you prepare for your first placement.
Remember that it will take time to go through the approval process. The home study takes the longest, consisting of lots of paperwork, interviews, inspections, etc. However, you'll be a licensed foster parent in Maryland when it's over.

We worked with Adoption Makes Family on our home study. They placed great emphasis on their support for birth parents and lead us through a compassionate and self-reflective process to ensure that we would be able to serve the wishes of birth parents as sufficiently as possible. We look forward to our continued work together as we are now on a hopeful path towards a match.

Adopting our child through Adoption Makes Family was truly an amazing experience. Dr. Dean has a wonderful way of caring for the needs of both the birth parents and the adoptive parents. Our son loves hearing about his special adoption story, and our adoption experience with Dr. Dean and AMF will always be very dear to us.

We've worked with Dr. Dean and Jennifer over the past 5 years to complete our home studies and post placement evaluations for both of our adopted children. We are very thankful for the relationship we've established and for all of their guidance and support! We appreciate Dr. Dean's honest, direct approach as we worked together over the years to grow our family.

We were having a challenging time in our pursuit of international adoption and were extremely reluctant to explore the domestic side of adoption. Enter Dr. Kirschner and Adoption Makes Family. We could not have envisioned a better opportunity working with him and his staff to help complete our family. They were always incredibly informative, responsive, and helpful throughout the entire process. We will always consider him as part of our family, for his role in helping to make ours.
