Open Arms Adoption Network, a licensed adoption agency offers counseling and adoption services to women who are facing an unplanned pregnancy and services to those hoping to build their family through adoption.JFCS clients have a right to be treated with dignity and respect; free of all discrimination, including that which is based on race, age, sex, religion, sexual orientation, gender identity, gender expression, marital status, national origin, or disability; and not subject to any verbal, sexual, emotional, or physical abuse; or harsh or unfair treatment. Requirements to become a foster parent
You must meet minimum requirements to provide foster care in Pennsylvania. Foster parents for children in need must:
- Be a minimum of 21 years old
- Pass a criminal background check with fingerprinting
- Have time and energy to devote to fostering
- Live in a safe and healthy environment
- Prove good health through a medical examination/physical
- Maintain financial stability
- Clear all home safety requirements
- Complete required pre-service training hours
- Finish the Home Inspection
After fulfilling all requirements during the approval process, licensed foster parents can welcome a foster child into their home. To maintain a valid license, foster parents must also participate in ongoing training each year.
All adults who are living in homes with foster children in Pennsylvania must pass a required criminal background check and fingerprinting. This includes adult children who are family members living at home.
There are other, more detailed requirements for foster homes, such as having a flushing toilet and an operable phone. Prospective foster parents will learn more details during foster parent orientation.
Once you've decided to foster, you can contact a public or private foster agency or the Pennsylvania State Resource Family Association. Foster agencies screen and train prospective foster families and ensure applicants are good candidates for foster care.

Open Arms is truly an amazing adoption agency. I can't say enough good things about their philosophy and their expert staff. Their open adoption philosophy puts what is best for the adopted child first. They are not a large agency so you get personalized attention from their social workers and coordinators. They have a terrific support network for during your adoption wait and the people I met there have become my lifelong friends. They also have really helpful educational programs for during the adoption wait and after. I knew what to expect at every step of the way. They changed our lives and I am forever grateful to them for our beautiful daughter. If you are a birth mom or prospective adoptive parent, I highly recommend you call them. They can help support you and make decisions that are best for you and your family.

I simply cannot say enough kind words about this agency and all of the people who are employed there. My husband and I have been blessed twice by the miracle of adoption and both of our children were placed with us through this agency. From the very beginning everyone treated us with such respect and with a very sincere, caring heart. They all took the time to educate us as much as possible and we always felt supported, informed and empowered. We were never just a family ID number to them (as can often happen at other larger adoption agencies) we were always recognized and treated individually. These workers knew us personally, took time to know what our desires were and they helped advise us in the best way they could. Even now, 4 years and 1 year after placement, the agency continues to be a big part of our life as we continue to educate our children about their open adoptions. We are so blessed to be a part of the Open Arms Adoption Network family. Give them a call or attend an information session, you will not be disappointed.

I wish I could give more than 5 stars. Open Arms is an amazing organization that takes care of both their birth mothers and those looking to adopt. I would highly recommend them to anyone looking to adopt.

Having worked with another agency prior to Open Arms, I can truly say that Open Arms is a phenomenal adoption agency. The support they provide to adoptive and birth families is incredible and unmatched. Unlike large, nation-wide, agencies Open Arms creates a community of support for adoptive and birth families. They offer classes to prepare you for adoption, and ongoing support after placement and finalization. Additionally, the lifetime support they provide to prospective parents and birth parents is heartwarming. Open Arms is a unique and special agency; the only agency I would every choose or work with in building our family through adoption.
