Open Arms Adoption Network, a licensed adoption agency offers counseling and adoption services to women who are facing an unplanned pregnancy and services to those hoping to build their family through adoption.JFCS clients have a right to be treated with dignity and respect; free of all discrimination, including that which is based on race, age, sex, religion, sexual orientation, gender identity, gender expression, marital status, national origin, or disability; and not subject to any verbal, sexual, emotional, or physical abuse; or harsh or unfair treatment. Requirements to become a foster parent

You must meet minimum requirements to provide foster care in Pennsylvania. Foster parents for children in need must:

  • Be a minimum of 21 years old
  • Pass a criminal background check with fingerprinting
  • Have time and energy to devote to fostering
  • Live in a safe and healthy environment
  • Prove good health through a medical examination/physical
  • Maintain financial stability
  • Clear all home safety requirements
  • Complete required pre-service training hours
  • Finish the Home Inspection

After fulfilling all requirements during the approval process, licensed foster parents can welcome a foster child into their home. To maintain a valid license, foster parents must also participate in ongoing training each year.

All adults who are living in homes with foster children in Pennsylvania must pass a required criminal background check and fingerprinting. This includes adult children who are family members living at home.

There are other, more detailed requirements for foster homes, such as having a flushing toilet and an operable phone. Prospective foster parents will learn more details during foster parent orientation.

Once you've decided to foster, you can contact a public or private foster agency or the Pennsylvania State Resource Family Association. Foster agencies screen and train prospective foster families and ensure applicants are good candidates for foster care.

We are adoptive parents. From the first moment we spoke to Open Arms, and they told us they were here to put the best interest of children and birth parents (aka first parents) first, we knew we wanted to work with them. Unlike another agency we had initially worked with that we felt was trying to tell us what we wanted to hear, Open Arms was honest, transparent, and kind the whole time. I believe that they work with about 300 birth parents a year and only 30 end up choosing adoption, because Open Arms is committed to helping birth parents make a choice that is best for them and their children. We really feel like they provide birth parents with judgement-free, no-pressure services - whether that service ends up being connecting birth parents with highly-vetted adoptive parents, or whether it's providing the birth parents with resources and guidance to help them parent their future children. Another example is that they do not let every adoptive parent adopt transracially - adoptive parents are carefully vetted through a 6 - 12 month process before they can adopt at all, and during that vetting they are assessed for whether or not they will be able to appropriately parent a Black or Latinx child. They are also pro-choice, which was also important to us. As adoptive parents, it was very important that we worked with an agency that was in the business of helping birth parents and children thrive, not in the business of making adoptive parents happy, which resulted in a great experience for us and for our wonderful baby!

Open Arms is a wonderful organization. Through every step of the adoption process, Open Arms was generous with their time, always honest and caring, and helped us with every question and concern we might have had. My wife and I are proud adoptive parents and we couldn't be happier that we chose to adopt through the terrific people at Open Arms.

Open Arms helped us through every part of the adoption process, from the paperwork to the emotional wait for our beautiful daughter. I am so grateful for their care and the hard work they do with both birth parents and adoptive families. We considered several agencies, but felt that Open Arms was the most ethical in the many ways they respect all parties in the adoption process with thoughtfulness and love. My wife and I were so fortunate to adopt a baby through Open Arms this year. Open Arms is wonderful. We looked at many options of expanding our family, including several local and national adoption agencies, and Open Arms immediately felt “right.” From the beginning, they ask all of the important questions, and their admiration, and unwavering respect of each and every birth mother/birth family is immediately evident. They teach adoptive families about the language of adoption, the importance of being honest and transparent with your child, transracial adoption, and so much more. They get to know you and your family so they can learn and understand which wonderful child will thrive in your unique environment. We could not recommend them more to guide you on this complex, humbling and beautiful journey.
