Requirements to become a foster parent

You must meet minimum requirements to provide foster care in Pennsylvania. Foster parents for children in need must:

  • Be a minimum of 21 years old
  • Pass a criminal background check with fingerprinting
  • Have time and energy to devote to fostering
  • Live in a safe and healthy environment
  • Prove good health through a medical examination/physical
  • Maintain financial stability
  • Clear all home safety requirements
  • Complete required pre-service training hours
  • Finish the Home Inspection

After fulfilling all requirements during the approval process, licensed foster parents can welcome a foster child into their home. To maintain a valid license, foster parents must also participate in ongoing training each year.

All adults who are living in homes with foster children in Pennsylvania must pass a required criminal background check and fingerprinting. This includes adult children who are family members living at home.

There are other, more detailed requirements for foster homes, such as having a flushing toilet and an operable phone. Prospective foster parents will learn more details during foster parent orientation.

Once you've decided to foster, you can contact a public or private foster agency or the Pennsylvania State Resource Family Association. Foster agencies screen and train prospective foster families and ensure applicants are good candidates for foster care.

I have gone through the process of adoption twice with open arms. The social workers and staff are honest, supportive and truly invested in an outcome that is right for everyone involved. I never felt like I was just another file or name on a list. I have and will continue to recommended them to families/singles looking to go through the adoption process.

Amazing organization with caring and professional agents. What drew us to Open Arms was their commitment to birth mothers throughout the process and the respect with which they treated all parties. Two adoptions later - we can't be happier with our choice. Thank you, Open Arms.

Eight years ago, we adopted a baby boy through Open Arms. As soon as we attended the first information session, we KNEW this agency was for us. Shortly after, the director met with us personally to talk with us about the agency and open adoption. Throughout our process, we witnessed the warm, supportive, unassuming, and lifelong relationships Open Arms builds with both birth families and adoptive families. Even eight years later, we still attend training sessions and events, which are so helpful as our son, and our experience in open adoption, grows and develops. We have no regrets about choosing this agency, and have recommended it to families many times.

We went to an informational workshop with open arms and knew they were the agency for us. We immediately felt comfortable, as if the staff truly cared about all involved in the adoption process, and that has proven to be true. We’ve been to workshops and have found them informative and helpful, bringing to light things we may not have ever thought of on our own. We were fortunate enough to not have an incredibly long wait for our baby, we waited roughly 6 months after our paperwork was submitted and our home study was approved! We have the most amazing baby girl, and have always felt the agency is there for us every step of the way. We can see that they care not only about us and our baby, but her birth mother as well. That makes us very happy, and I would recommend anyone considering either adopting a baby or making an adoption plan for their baby to speak with someone from open arms!

My husband and I were in the very best hands throughout our adoption process thanks to the extraordinary team at Open Arms. They are experienced, knowledgeable, compassionate and caring women who prepared us expertly, answered all of our questions repeatedly and rejoiced with us enthusiastically when our son was born. We will always be grateful to the crew at Open Arms for everything they did to make our family a family.
