Open Arms Adoption Network, a licensed adoption agency offers counseling and adoption services to women who are facing an unplanned pregnancy and services to those hoping to build their family through adoption.JFCS clients have a right to be treated with dignity and respect; free of all discrimination, including that which is based on race, age, sex, religion, sexual orientation, gender identity, gender expression, marital status, national origin, or disability; and not subject to any verbal, sexual, emotional, or physical abuse; or harsh or unfair treatment. Requirements to become a foster parent

You must meet minimum requirements to provide foster care in Pennsylvania. Foster parents for children in need must:

  • Be a minimum of 21 years old
  • Pass a criminal background check with fingerprinting
  • Have time and energy to devote to fostering
  • Live in a safe and healthy environment
  • Prove good health through a medical examination/physical
  • Maintain financial stability
  • Clear all home safety requirements
  • Complete required pre-service training hours
  • Finish the Home Inspection

After fulfilling all requirements during the approval process, licensed foster parents can welcome a foster child into their home. To maintain a valid license, foster parents must also participate in ongoing training each year.

All adults who are living in homes with foster children in Pennsylvania must pass a required criminal background check and fingerprinting. This includes adult children who are family members living at home.

There are other, more detailed requirements for foster homes, such as having a flushing toilet and an operable phone. Prospective foster parents will learn more details during foster parent orientation.

Once you've decided to foster, you can contact a public or private foster agency or the Pennsylvania State Resource Family Association. Foster agencies screen and train prospective foster families and ensure applicants are good candidates for foster care.

Open Arms puts kids first always. We really appreciated this unwavering committement when we worked with Open Arms.

It is a wonderful agency, full of caring staff, whose ultimate goal is to make sure that kids can grow up surrounded by love.

This kid-centric approach doesn't mean that birth parents, or adoptive parents needs are not important. However, unlike other adoption agencies we looked into, Open Arms makes sure that all of the adults involved are checking their desires and needs against what is the bottom line, best thing for the child.

This agency is phenomenal. They are so committed to caring for birth mothers & fathers, for adoptive families, and most importantly for the children. Our open adoption is a tremendous gift. HIGHLY recommend!

Adoption is the hardest journey you can ever imagine with the brightest star at the end. OAAN (Open Arms Adoption Network) was always honest and upfront with our situation. One thing they do is they shield the Adoptive parents from most uncertain situations or possible "disruptions" (When the birth Parents change their minds.) Although even with their intervention it does sometimes happen. I have to say that although the wait was long, We never experienced a disruption. The biggest advantage to OAAN is as a same gender couple we never felt or were treated differently than everyone else in the cohort. We were just perspective parents. In the North East Region that may seem common, but I know a lot of agencies we looked at that saw us as second-class cash cows. Not OAAN. You will be amazed at how you feel just being treated like a human.

We love Open Arms! We were with another agency and didn't have a good experience. We came to Open Arms and felt welcome from the start. We attended the informational workshops and great things started happening! The agency is caring and with you every step of the way. It's now 12 years later and we're still in touch with the staff who have become our friends!

My wife and I have been lucky enough to adopt our baby through Open Arms last year. The experience has been life-changing for us and we really feel blessed to have had Open Arms by our side through the whole process. We knew Open Arms was the agency for us as soon as we walked into the information session. They were warm, friendly and most importantly an agency that teaches their prospective and adoptive families what to expect through the entire adoption process; how to talk to your child about adoption and their birth family and really act in the best interest of everyone in the adoption triad, the birth mom, the adoptive family and the child. We have friends who have worked with other agencies and we have noticed the care and attention that Open Arms takes is far and away superior to anyone else. We have been so happy with them we are reactivating with Open Arms for our second child later this year. We have also recommended Open Arms to several friends.
