Requirements to become a foster parent
You must meet minimum requirements to provide foster care in Pennsylvania. Foster parents for children in need must:
- Be a minimum of 21 years old
- Pass a criminal background check with fingerprinting
- Have time and energy to devote to fostering
- Live in a safe and healthy environment
- Prove good health through a medical examination/physical
- Maintain financial stability
- Clear all home safety requirements
- Complete required pre-service training hours
- Finish the Home Inspection
After fulfilling all requirements during the approval process, licensed foster parents can welcome a foster child into their home. To maintain a valid license, foster parents must also participate in ongoing training each year.
All adults who are living in homes with foster children in Pennsylvania must pass a required criminal background check and fingerprinting. This includes adult children who are family members living at home.
There are other, more detailed requirements for foster homes, such as having a flushing toilet and an operable phone. Prospective foster parents will learn more details during foster parent orientation.
Once you've decided to foster, you can contact a public or private foster agency or the Pennsylvania State Resource Family Association. Foster agencies screen and train prospective foster families and ensure applicants are good candidates for foster care.

From the first phone to the finalization of the adoption, I felt like I was talking to a friend and my number one cheerleader. The support I received throughout the process was above and beyond. Haven Adoptions is head and shoulders above the rest. The personalization and the time I received from all the people who work at Haven was amazing. I am thankful every day for the wonderfulness of Haven. They have helped my achieve my dreams.

When I contacted Haven to help me complete my home study, I was so nervous because of how important a life event adoption is. Everyone I worked with was so kind and helpful along the way but especially Patti Cruz who actually completed my home study. She made me feel so comfortable with any questions I had and shared so much valuable information with me. I always felt like I was talking to a close friend or family member when talking with Patti. I would recommend Haven to anyone considering adoption. They will answer all of your questions and put any of your concerns to rest while you make such an important decision in your life.

My husband and I recently went through the adoption process with Haven Adoptions in Phoenixville, Pa. We had a wonderful experience. Sarah, Kelly, and Maggie were warm and compassionate. They took the extra time getting to know us as their clients. Sarah, our adoptive family advocate, was amazing. She was very supportive and helped ease our minds and worries- something so important during this process… We were matched very quickly! In less than two months! We couldn’t imagine life today without our beautiful daughter. I highly recommend Haven adoptions:)

We are the lucky parents of two beautiful boys who we were able to adopt because of the amazing support system that surrounded us. One of those supporters along the way was Sarah Magarity, our social worker. The adoption process can feel overwhelming as an adoptive family, and Sarah was always a quick phone call away to answer questions, push paper work through or just provide an ear to listen. Her dedication to her birth/adoptive families was clear to us when even on her own family vacation she was willing to drop everything to help with our interstate clearances because she understands how important every adoption is for these families. She is clearly committed to the well being of the children and families as she has gone beyond the necessary timeline to check in and see how we are all doing, nearly two years since we adopted our second son. We feel lucky to have had Sarah as part of our adoption story and know that if we are lucky enough to adopt again we will definitely be using her services!

Adoption can be a very intimidating and stressful process. From the beginning, my husband and I were put at ease with the knowledgeable and welcoming nature that Kelly, Sarah and Maggie embody. With entre into this rollercoaster of being an adoptive parent, Maggie provided us with the knowledge base necessary to begin this process, making it feel less daunting and helping us work toward achievable goals. All throughout, our adoption journey was filled with many challenges, a few heart breaking moments and in the end, the most wonderful reward imaginable. Through it all, Kelly and Sarah were our strength and support. They were remarkably knowledgeable and helpful throughout the entire process, quick to respond to questions, no matter how silly or small the questions seemed, and there for us every step of the way. Moreover, they were there as comfort and support, for what was a very emotional process, sharing in our stress and anxiety and helping us through confusing details of an out of state adoption, and ultimately celebrated with us the joy we experienced when our son was finally placed with us. The adoption process is a complicated one, involving a lot of paperwork, documentation and preparation. Kelly and Sarah made this process much more smooth and manageable, and most of all they made it an enjoyable one.
