Requirements to become a foster parent
You must meet minimum requirements to provide foster care in Pennsylvania. Foster parents for children in need must:
- Be a minimum of 21 years old
- Pass a criminal background check with fingerprinting
- Have time and energy to devote to fostering
- Live in a safe and healthy environment
- Prove good health through a medical examination/physical
- Maintain financial stability
- Clear all home safety requirements
- Complete required pre-service training hours
- Finish the Home Inspection
After fulfilling all requirements during the approval process, licensed foster parents can welcome a foster child into their home. To maintain a valid license, foster parents must also participate in ongoing training each year.
All adults who are living in homes with foster children in Pennsylvania must pass a required criminal background check and fingerprinting. This includes adult children who are family members living at home.
There are other, more detailed requirements for foster homes, such as having a flushing toilet and an operable phone. Prospective foster parents will learn more details during foster parent orientation.
Once you've decided to foster, you can contact a public or private foster agency or the Pennsylvania State Resource Family Association. Foster agencies screen and train prospective foster families and ensure applicants are good candidates for foster care.

We have worked with Haven for both foster care and adoption and can't find enough positive things to say about this team of caring, knowledgeable, and supportive people. They are there for you every step of the way, even crying with joy with us when our adoption was finalized. While fostering, we looked forward to our monthly visits with our Haven social worker because she was fun, funny, and kind. Kelly and Sarah are true heroes whose super power is dealing with super complicated situations and insuring that everyone involved feels supported, respected, and loved. We have seen firsthand and been so impressed by the care they give to adoptive families, foster families, and birth families.

Haven adoptions is a safe place for both birth mothers and potential adoptive families. Their ultimate goal is to find a successful match for everyone involved to give a child a wonderful life.
My husband and I had researched and met with other agencies throughout the 8 years we have been married. When we met with one of the co-founders, Sarah, there was an instant connection. She is so warm, caring and compassionate about everyone’s story. Haven takes the time to get to know waiting adoptive families and the birth mothers. From making our profile book to emailing us match opportunities, the level of openness and clear communication is unmatched. We joined the FITT program in February of 2020. We matched with a birth mother shortly after and our son was born in May! Haven handled everything for us, especially surrounding our safety during Covid. We were able to facetime with the birthparents and build a very strong relationship as all of us agreed an open adoption was best. From speaking frequently with the birthmother, we both felt very supported by Haven. Our son was born earlier than expected but we were able to bring him home a day and half after he was born. Sarah met us at the hospital and guided us through the entire process. I can’t recommend haven enough to birth mothers considering adoption and families that want to build their family by way of adoption. We will forever be grateful for Haven Adoptions for helping make our dreams come true.

Working with Haven Adoptions was a great experience for our family! The entire staff was so supportive throughout the adoption process. From our first contact with Sara to our time in the hospital with Kayla we were treated with kindness and respect. We appreciated their excellent communication every step of the way. We were so impressed with the way they were able to not only support and care for us, but the level of support and compassion they showed to our Birth Mother. Haven made the adoption such a positive experience for everyone. This agency is truly a wonderful group of people and we are so glad they are in our lives.
