Our goal is to create families in the shortest possible time and with the most support for birth mothers and adoptive parent(s). We have the most diverse clientele, serving ALL families, whether married or not, same-sex, single parents, LGBTQ, and relative adoptions.
We offer all of our birth mothers personal caseworkers to provide emotional support and plan the budget and services you need to improve your future. You are not ‘giving up your baby’ or ‘putting up your baby’. You are making an adoption plan. We are available 24/7 for open or closed adoptions with pre-approved families of your choice.

Requirements to become a foster parent
You must meet minimum requirements to provide foster care in Pennsylvania. Foster parents for children in need must:
- Be a minimum of 21 years old
- Pass a criminal background check with fingerprinting
- Have time and energy to devote to fostering
- Live in a safe and healthy environment
- Prove good health through a medical examination/physical
- Maintain financial stability
- Clear all home safety requirements
- Complete required pre-service training hours
- Finish the Home Inspection
After fulfilling all requirements during the approval process, licensed foster parents can welcome a foster child into their home. To maintain a valid license, foster parents must also participate in ongoing training each year.
All adults who are living in homes with foster children in Pennsylvania must pass a required criminal background check and fingerprinting. This includes adult children who are family members living at home.
There are other, more detailed requirements for foster homes, such as having a flushing toilet and an operable phone. Prospective foster parents will learn more details during foster parent orientation.
Once you've decided to foster, you can contact a public or private foster agency or the Pennsylvania State Resource Family Association. Foster agencies screen and train prospective foster families and ensure applicants are good candidates for foster care.

I have to say that ABSA lives up to their reputation of knowing what they're doing...they are a one-stop shop for those in PA and when adopting outside of the state (which we did), they have a vast network of competent people to help. Adoption can be challenging and financially burdening, but ABSA's support and information helped us through the process. Barbara and her team of folks understood who we were and knew exactly what we needed to get from joining the network, matching, and finalizing. We ae happy and are patiently waiting for the hopes of matching again soon!
In case you wanted to know...a brief overview of our experience...joined the network in Feb, matched in early May, baby girl born Sep, hoping to finalize in Dec. Our baby girl was born in another state and we are not in PA but they handled it all and knew a fantastic attorney in the delivery state!

Our son was born in another state and we were scrambling to find an attorney because the ultrasound tech said his due date was wrong. We called several and were told they couldn't do short notice work. Thankfully were were recommended to contact Barbara Casey. She and Liz did our work for a reasonable price and put us in contact with an attorney in the state that our son was born in. They have been amazing from the beginning. Barbara called me well after her hours to walk through everything with us and what needed to happen and Liz called us on a Saturday to start the paperwork. If we have any questions, they get back to us immediately. We are so thankful that they worked with us. We recommend them 100%. Thank you to all the staff at ABSA for all your hard work that you put in for our family!

We knew we made the right decision from the first moment we chose to have ABSA help us make our dreams come true of building our family. The kindness, compassion and willingness to help demonstrated by the entire staff throughout our adoption journey is what we are most grateful for. Our caseworker, Annie, was always available to answer any questions or to help address any concerns that we had. Linda and Barbara were absolutely wonderful in making sure that our ICPC process and finalization went quickly and smoothly. We are so thankful and blessed to have had the opportunity to work with a group of such wonderful individuals--without them we wouldn't have our beautiful daughter! We will always consider the staff of ABSA a special part of our family!

I cannot say enough great things about A Baby Step Adoption. The staff is professional, kind, knowledgeable, and very encouraging. I did a lot of research on adoption agencies and this agency impressed me the most. Their placement time is so much shorter than other agencies as well. I had a wonderful experience from start to finish.
Being a single woman, I couldn't live another day without being a mother. ABSA made this happen in such a short time. I now have a beautiful baby girl. ABSA helped my dream come true and I will be forever grateful.
