For thirty years, our mission has been to build forever families through adoption. Our goal is to create families in the shortest possible time and with the most support for birth mothers and adoptive parent(s). We offer all of our birth mothers personal caseworkers to provide emotional support and plan the budget and services you need to improve your future. You are not ‘giving up your baby’ or ‘putting up your baby’. You are making an adoption plan. We are available 24/7 for open or closed adoptions with pre-approved families of your choice.

Requirements to become a foster parent

You must meet minimum requirements to provide foster care in Pennsylvania. Foster parents for children in need must:

  • Be a minimum of 21 years old
  • Pass a criminal background check with fingerprinting
  • Have time and energy to devote to fostering
  • Live in a safe and healthy environment
  • Prove good health through a medical examination/physical
  • Maintain financial stability
  • Clear all home safety requirements
  • Complete required pre-service training hours
  • Finish the Home Inspection

After fulfilling all requirements during the approval process, licensed foster parents can welcome a foster child into their home. To maintain a valid license, foster parents must also participate in ongoing training each year.

All adults who are living in homes with foster children in Pennsylvania must pass a required criminal background check and fingerprinting. This includes adult children who are family members living at home.

There are other, more detailed requirements for foster homes, such as having a flushing toilet and an operable phone. Prospective foster parents will learn more details during foster parent orientation.

Once you've decided to foster, you can contact a public or private foster agency or the Pennsylvania State Resource Family Association. Foster agencies screen and train prospective foster families and ensure applicants are good candidates for foster care.

A Baby Step Adoption is an organization of amazing individuals working to build forever families and bring dreams to life. We have had the pleasure of working with Barbara and her team two times - each experience was wonderful. There can always be a bump or two in any adoption, but the team always had the best interests for our birth mothers and our family at heart. Words will never express the joy we have daily as we watch our children grow and know that ABSA has created a forever family. They will always be special to us.

I am forever grateful to ABSA for helping me in my journey to become a mom. I spent a good amount of time researching many adoption agencies before determining that ABSA was the agency I wanted to work with. My first meeting was very educational and helped to answer many of my questions. The process was clearly defined and I was guided in each step, which as many know, involves paperwork, clearances, a homestudy and more. My amazing caseworker answered every one of my questions throughout the process. I was absolutely in disbelief when I received “the call” that an expectant mother who had made an adoption plan had chosen me to be part of that plan...just less than six months after joining the ABSA program. A few weeks later, I was holding the sweetest baby in my arms! Our adoption is now finalized and I cannot thank ABSA enough for all of their support and expertise. I have recommended ABSA to friends who are hopeful to expand their families though adoption, and if the stars align, I hope to find myself working with ABSA again in the future.

The absolute best agency we could have ever gone with. They were able to get us matched with a birth mother in less thhan 3 months and we had our son in our arms in 4 months from completing our HomeStudy. Definitely worth working with them all the way from Florida. They were helpful, kind, explained and double explaIned everything. We're always looking out for our best interest. They held our hand through the whole process. Would definitely work with them again since my husband would like to adopt again!

It has taken me some time to sit down and write this review, because I am the busy mother of a one year old. I am a MOM. I have a beautiful, healthy, and amazing child. I have always known that I wanted to have children, but no one tells you that when the time is right and you are ready, it might not go the way that you had envisioned. When my husband and I came to that realization, we decided to go the route of adoption. We had talked early on in our relationship about our options, and had always known that adoption was a path that we could take, and wanted to take. That is when we started to research programs and agencies. We made the decision to go with A Baby Step Adoption after a lot of discussion and careful consideration. Yes, adoption is very expensive. Yes, it takes time and a lot of legwork on the part of the adoptive parent(s). Yes, it is an emotional roller coaster. It is a huge commitment and undertaking, as it should be, because you are adopting a child. In the end, if you are as blessed and lucky as we have been, you will be parents, and there is no greater joy and gift than that. In hindsight, the time, emotion, and financials fade, but there is not a day that goes by that you will not be in complete awe of your child. Every day, multiple times a day, I marvel at our little one, and I do not think that I will ever take her being in our lives for granted.

ABSA does not care how old you are, or what your race or sexual persuasion is, or if you are married, and for how long. They work with everyone, and at least in our case, they lived up to their “quickest match time” claim. We were successfully matched within nine months of completing our homestudy. With ABSA, you get the benefit of all services (including the legal component) in one program. They are very transparent about the potential cost of each birthmother scenario. Additionally, they provide any health details and background information that are available about the birthmother and baby. You only submit to those scenarios where you feel comfortable with the situation and the cost. There is no waiting list, whether you choose to submit to or bypass a potential scenario. They are very knowledgeable and experienced in all aspects, and have a broad network of connections nationwide. They also provide support to the birthmother during and after the adoption.

ABSA and the staff are amazing! We received help with everything along the way, writing/editing our profile, creating our video, and knowing what to expect. We officially got on the "network" in May and were matched in August!! Unfortunately we experienced a disruption in our adoption but Laura and the rest of the ABSA team worked SO hard and less than a week later we were matched again and had our sweet little baby by the end of the week!! Everyone that we met at ABSA was so friendly and professional. My husband and I are so very grateful for all of their hard work. I would definitely recommend A Baby Step Adoption to adoptive families.

I also saw all the incredible work they did with birthmothers and the relationships formed between them, and also between the adoptive families and birthmothers.
