For thirty years, our mission has been to build forever families through adoption. Our goal is to create families in the shortest possible time and with the most support for birth mothers and adoptive parent(s). We have the most diverse clientele, serving ALL families, whether married or not, same-sex, single parents, LGBTQ, and relative adoptions.
We offer all of our birth mothers personal caseworkers to provide emotional support and plan the budget and services you need to improve your future. You are not ‘giving up your baby’ or ‘putting up your baby’. You are making an adoption plan. We are available 24/7 for open or closed adoptions with pre-approved families of your choice.

Requirements to become a foster parent
You must meet minimum requirements to provide foster care in Pennsylvania. Foster parents for children in need must:
- Be a minimum of 21 years old
- Pass a criminal background check with fingerprinting
- Have time and energy to devote to fostering
- Live in a safe and healthy environment
- Prove good health through a medical examination/physical
- Maintain financial stability
- Clear all home safety requirements
- Complete required pre-service training hours
- Finish the Home Inspection
After fulfilling all requirements during the approval process, licensed foster parents can welcome a foster child into their home. To maintain a valid license, foster parents must also participate in ongoing training each year.
All adults who are living in homes with foster children in Pennsylvania must pass a required criminal background check and fingerprinting. This includes adult children who are family members living at home.
There are other, more detailed requirements for foster homes, such as having a flushing toilet and an operable phone. Prospective foster parents will learn more details during foster parent orientation.
Once you've decided to foster, you can contact a public or private foster agency or the Pennsylvania State Resource Family Association. Foster agencies screen and train prospective foster families and ensure applicants are good candidates for foster care.

A Baby Step Adoption (ABSA) is the BEST adoption agency in the United States in our opinion! We knew in our hearts that we were meant to adopt. After a failed adoption with a different agency, we were ready to give up. Boy am I glad we didn't! We happened upon ABSA and couldn't believe their success stories! There were SOOOO many! We were blown away!
We scheduled our initial call with ABSA where we were able to talk to our assigned case worker. Guys, believe me when I say that ABSA has the adoption process down to a science! From the first email, I knew we were going in the right direction. ABSA goes above and beyond to make sure that your experience is incredible, you are taken care of, the birth mothers are taken care of and everyone just has an incredible experience. Did I mention that they are fast and have incredible match rates?! Now, I know everyone's adoption is different, but from the time we started with ABSA in May of 2018, we were holding our newborn baby in November of 2018! They go as fast as you want when it comes to your home study, your profile book, etc. They are SO accommodating, compassionate, professional, organized and kind! I felt like we had such precious people looking out for us and had our best interests at heart. They are the total package!
ABSA's customer service goes above and BEYOND! They were never too busy to talk to us or email us anytime we had a question or worry. They worked hard to ensure that everyone in the adoption, us, the baby and our birthmother, were taken care of. ABSA is experienced and it shows. I just can't sing their praises enough! If you are considering adoption, I encourage you to go with ABSA. They are INCREDIBLE! If I knew what I know today back when we first started our adoption journey, we could have gone with ABSA and had a baby several years ago, LOL! So, it's so important to our family that we share our experience so we can hopefully help someone considering adoption know that this is a GREAT and safe choice!
We are so happy to share our story of hope and love that we experienced though ABSA. Because of them, we have a beautiful and perfect baby girl that we will forever be grateful for.

I interned at A Baby Step Adoption, and I cannot express how impressed I was with the organization. Everyone on staff was compassionate, professional, organized and driven to help match families with the perfect birth mothers and babies. It was inspiring to see the how passionate Barbara Casey (esquire) and the case workers are about what they do. I would highly recommend!

Only because I have to give one star... I've never dealt with more disrespectful, rude, and just ignorance before in a supposedly professional place. It was extremely uncalled for and unnecessary SMDH

We would encourage anyone interested in adoption to contact A Baby Step Adoption! Although the path to our our beautiful baby was rocky at times, ABSA saw us through each twist and turn with kindness and expertise! Truly appreciated how comprehensive and personalized their services were. After our home study was complete, we held our baby in our arms less than a year later! We will be forever grateful to all of the staff at ABSA, especially Annie, Sabrina, Taryn and Barbara!
