Foster parents provide care for children who cannot safely remain in their own home. Foster homes provide support for foster children through either the Department of Health and Human Services or a contracted foster care agency.

There is an ongoing need in Nebraska for families willing to share their hearts and their homes with children who require temporary foster care. There is also a need for “forever” families for our waiting children, especially teens, who are available for adoption.

The Nebraska Foster and Adoptive Parent Association, NFAPA, a non-profit 501(c)(3) organization, was formed in 1999 to increase the amount of information, resources and support available to Nebraska's resource families. If you are not able to find the information you are seeking on our site, please feel free to contact us - we will guide you to the resources that will best meet your needs.

Requirements to become a foster parent

If you're worried about being on your own as a foster parent, don't be! Many resources are available to families.

There are plenty of educational materials on the Nebraska DHHS website. You can learn about definitions and common phrases, Medicaid for foster youth, and what it means to become a resource parent. Plus, there are consultants available to resource families.

Remember, there's plenty of information you can find online as well. From blogs to books, there's no shortage of educational materials for foster parents. Many informative materials cost nothing and teach you invaluable tips.

You'll work closely with your local foster care agency. You'll always have at least one point of contact to turn to if you have questions.

Don't forget about creating a support network. Make sure to include other foster parents and advocates from your area. You'll face obstacles on your journey, such as navigating the legal system or saying goodbye. Having the right person on your side for support makes all the difference.

Nobody seems to know what they are doing and they don't seem to cross-train. It is incredibly difficult helping clients of my business with DHHS questions when DHHS staff doesn't even seem to know the answers. So frustrating!

I was told I had to sell my deceased grandma's mobile home for the appraised value ($5000) for asset collection. It was appraised in 2011 and isn't worth anything with floors and ceiling rotting. Then we were told we could sell it for anything within reason. We still don't know what we are going to do with this home that we are paying rent on. We dropped of paperwork at DHHS but nobody knew which floor. The security guard directed us to the information desk but the lady had no idea where the estate recovery is. Seriously, she died a month ago, why do we have to go through this.

0 stars if I could statewide. IF YOUR DISABLED OR RETIRED STAY AWAY FROM NEBR, WORST STATE TO LIVE IN. Im disabled and have had food accessibility and insecurity issues my entire life. Dropped from snap with no access to food due to cola increase with my low SS. Created a worsening housing crisis as well. Im not able to find housing for myself and face homelessness everyday now. DHS DOES NOT ADJUST PROPERLY FOR COST OF LIVING OR INFLATION ESPECIALLY FOR THE MOST VULNERABLE AND DISABLED AND CONTINUE TO DROP DISABLED AND RETIRED FROM ALL PROGRAMS. Nebr DHS is rude no matter where you go here, hang up on you, Told im not welcome in nebr, never recertify correctly, cause extreme distress and further issues to my disabilities and health. DHS told me im not allowed to shop at stores and im only allowed a food bank that im unable to find, access or use. Medicaid is a nightmare every recert as they have done it wrong every year leaving everything worse. Cant even have $1 if on medicaid or snap, so starving. Both medicaid and snap hold your income against you 2 times. Any bit left in an account from this months payment to get you thru the month is held against you on top of it being part of this months payment held against you for both snap and medicaid. Im skipping 10-14 days a month eating at this point due to being dumped on and harassed my entire life by NE DHS. My health and disabilities are worsening every day.

I really haven't had any problems with Health and Human services. There's been a time or two when I've not received my recirtification notice but that could have been an issue with the postal service. Had plenty of problems with not receiving mail since living at my current address. As far as rights go, if you read the information provided to you, you'll see that you waive certain rights when applying for govt aid. I can't speak on transferring licenses but I know it's fairly easy to update information online or by telephone. It's best to call right away in the morning if you wanna get someone on the phone. And let's not forget that sometimes the employees have to deal with a lot of banter from disgruntled people so a little kindness and understanding can really go a long way. I've never once had anyone be anything other than nice to me.
