In the early 90's, funding for child care began to increase, particularly with the implementation of the Child Care & Development Block Grant Act. For the first time, states were legally required to expend part of their federal dollars on initiatives designed to improve the supply and quality of its child care programs. Each state developed a long range plan with the assistance of planning groups that brought in state and local government as well as providers, parents, advocates and early childhood experts. One of the main components of West Virginia's State plan was to establish child care resource and referral services across the state. A development of the 1970&s, child care resource and referral agencies (CCR&R) were beginning to appear across the country and were seen as a support for state child care efforts.

Requirements to become a foster parent

When you want to apply to become a foster parent, your first step should be contacting the West Virginia Department of Health and Human Resources or a private foster agency. An advocate will reach out to you and answer any questions you have. Your foster agency is one of your best sources of support.

West Virginia HealthCheck is an Early Periodic Screening Diagnosis and Treatment program available to kids in foster care. Through the program, foster children receive a variety of care options, including appointments for primary health and preventative services. Kids also receive dental screenings, immunizations, behavioral and developmental assessments, etc.

Foster parents may receive a subsidy for each foster child in their care as well as clothing allowances and vouchers. Talk to your foster agency to learn more about monthly foster care payments, as these vary depending on the age and needs of the child.

Check your region for foster parent support groups as well. These groups provide excellent opportunities to meet other foster families and receive help.

I have a security guard who has tagged our vehicle no matter where we park. I have talked to the guard at the desk on numerous occasions and I have yet to get a call back from a supervisor. They worry more about a mask than the do about customer service.

They don’t care. They agree with this governor color-coded plan for Covid that has caused us to become #1 in the nation in transmission rate. They’re just watching us get sick and die and not making scientific or evidence-based decisions to lower covid cases & deaths. We need an updated plan...but they refuse to object with the governor.

We can’t count on our health agencies anymore. And it is truly frightening.

Customer service is for complaints. They work with and for DHHR. They will ask you questions, sometimes pretending to care. The questions obviously came from DHHR. Sometimes they yell, are very hateful, or even claim they don't take complaints about DHHR workers. Your complaint is then sent to the same office who you are complaining about. I have so many, I record the conversation, and I make a list ahead of time. I do not answer their leading questions that will be changed and then DHHR will use the false information against you. Always record, always have a list, and always be prepared for smart-mouthed hostile employees who will yell at you.I report them to Charleston, WV through a very detailed email report of events.
