Founded in 1995, our agency is devoted to guiding you through your entire adoption process. Requirements to become a foster parent

You must meet minimum requirements to provide foster care in Pennsylvania. Foster parents for children in need must:

  • Be a minimum of 21 years old
  • Pass a criminal background check with fingerprinting
  • Have time and energy to devote to fostering
  • Live in a safe and healthy environment
  • Prove good health through a medical examination/physical
  • Maintain financial stability
  • Clear all home safety requirements
  • Complete required pre-service training hours
  • Finish the Home Inspection

After fulfilling all requirements during the approval process, licensed foster parents can welcome a foster child into their home. To maintain a valid license, foster parents must also participate in ongoing training each year.

All adults who are living in homes with foster children in Pennsylvania must pass a required criminal background check and fingerprinting. This includes adult children who are family members living at home.

There are other, more detailed requirements for foster homes, such as having a flushing toilet and an operable phone. Prospective foster parents will learn more details during foster parent orientation.

Once you've decided to foster, you can contact a public or private foster agency or the Pennsylvania State Resource Family Association. Foster agencies screen and train prospective foster families and ensure applicants are good candidates for foster care.

What a wonderful agency! Totally helpful and supportive 100% of the time. They go over and above at all times. Communication is A+. They are honest and friendly! Can't say enough good about this agency!

I cannot say that the staff has not seemed helpful and kind. I cannot argue that the original process up to home study approval and initial foster certification was quite easy and smooth. Afterwards, however, when it came to supporting us through a potential match (that we found), we learned that we were "not special enough" and that it is ultimately the agency workers' decision. They also failed to advise us when signing up that the number of infants they find for their newborn program has come to 0-1/year (for 2015-16). Their focus is foster care (that's where "greater profitability" comes from - yet, in our two years, for some reason, we have not had a single foster or respite placement (working couple with flexible schedules, own our home in a great suburb, with professional and personal child care experience..). I would like to advise anyone looking to foster or adopt to think twice before choosing this organization.

We are currently in the process of preparing all of our paperwork and I can not stress how helpful the staff at Adoption Connection has been.

Our experience started off with a sit down with the director who was very friendly and understanding. We explained what we were looking for in an adoption and all of our concerns along the way. She then addressed those concerned, explained how the process would proceed, and explained all alternate options we had. In the end we have choose Foster to Adopt.

Fast forward to the training sessions, and through no fault of our own two of our classes were canceled and we will be unable to complete them in any timely manor. Big shout out to Jill B. who is making sure we get the courses we need outside of the set training schedule.

If the whole staff is as friendly and helpful as the ones that we have already interacted with, then I can not suggest Adoption Connection enough.

We had a very unfortunate encounter with the director of Adoption Connection, PA. The encounter left me feeling discriminated against for my physical disability.

Following that encounter, and trying to address this with the director, no headway was made.

I can not in good faith recommend this organization for anyone seeking to adopt - either new born or foster to adopt.
