Requirements to become a foster parent
You must meet minimum requirements to provide foster care in Pennsylvania. Foster parents for children in need must:
- Be a minimum of 21 years old
- Pass a criminal background check with fingerprinting
- Have time and energy to devote to fostering
- Live in a safe and healthy environment
- Prove good health through a medical examination/physical
- Maintain financial stability
- Clear all home safety requirements
- Complete required pre-service training hours
- Finish the Home Inspection
After fulfilling all requirements during the approval process, licensed foster parents can welcome a foster child into their home. To maintain a valid license, foster parents must also participate in ongoing training each year.
All adults who are living in homes with foster children in Pennsylvania must pass a required criminal background check and fingerprinting. This includes adult children who are family members living at home.
There are other, more detailed requirements for foster homes, such as having a flushing toilet and an operable phone. Prospective foster parents will learn more details during foster parent orientation.
Once you've decided to foster, you can contact a public or private foster agency or the Pennsylvania State Resource Family Association. Foster agencies screen and train prospective foster families and ensure applicants are good candidates for foster care.

We could not be happier with our experience with Adoption Connection!!! We adopted an newborn baby through this agency. We came to them after a poor experience at another agency. The staff at this agency is what makes the difference. Every person we have worked with is friendly, dedicated, caring and extremely KNOWLEDGEABLE. From the leadership to the front line we can not say enough great things about the people here. They walked us through every step of the adoption process and were always accessible to help us out. They did an outstanding job of coaching us through the process and helping us handle the ups and downs of the adoption process. We had many bumps along the way, as all adoptions do, that were out of the control of the agency and they helped us to get through them and handled them with exceptional care. In addition our birth mom whom we met raved about the agency and the help they provided her with. They gave us a true 5 star experience and we a grateful to have found this agency!

Beaver County C.Y.S. is a joke. They will steal your child and not give them the mental health they need. If you love your child don't interrupt their families. I have two daughters and they only took one lol. Megan your a fool !!!

I have been with adoption connection for almost 2 years and have had a great experience! We have had several placements and they have always been extremely supportive. I recently took a sibling group with an infant at 1 am and by 8 am the ac caseworker was here with all the supplies we needed including diapers, bottles, and formula. They are very professional and dedicated to their mission!
