The Coalition for Hispanic Family Services (CHFS), established in 1990, provides services to Latino children and families and other populations in communities where significant numbers of families live below the poverty level. CHFS's programs address family needs comprehensively and within a cultural context, with the goal of moving them towards self-reliance. CHFS operates foster care and adoption services, child abuse prevention programs, outpatient and residential mental health programs, arts and after school education programs for children and adults, and parenting support programs. Coalition for Hispanic Family Services is New York City's only Latino foster care and family services agency.

Requirements to become a foster parent

Raising foster children is a rewarding and life-changing experience. You can make a real difference in a child's life, helping them on a path toward success.

Remember that fostering affects the whole family, so talk to your partner and biological children if you're considering this journey. Learn more about what to expect and ensure it fits your lifestyle. You must be healthy and have enough time and energy to care for a child and meet their needs. This is important for gaining foster parent approval because every child must have this foundation of support.

Each state has requirements for foster parents. In New York, applicants must:

  • Be 21 years of age or older
  • Live in a safe and stable environment
  • Have enough space for a foster child
  • Show financially stability
  • Prove that all family members are in good health
  • Pass a background check
  • Clear a home safety inspection
  • Attend required foster parent training
  • Complete the Home Study process
  • Provide a minimum of three character references

Foster families in New York can rent or own their homes. Adults can become foster parents no matter their marital or divorce status. All adults who are living in the home with foster children must pass the New York required criminal background check. Every adult must complete both state and federal background checks and undergo fingerprinting.

Interested candidates can make the first call to foster services and get the approval and licensing process started. Contact the New York Office of Children and Family Services (NYOCFS) or your local Department of Social Services (DSS). The first step after expressing interest will be to attend a foster orientation. Potential foster parents can learn about the approval process at the event and get questions answered by a foster child advocate.

The foster parent training requirement begins with pre-service training. After getting licensed, foster parents must participate in ongoing training and educational programs.

This place doesn’t care about its employees or clients. I feel sorry for whoever is working their during the current global pandemic health crisis. Because this place doesn’t care if you have a health condition. The director’s sit behind their desks all day while the case workers are forced to go into the field to make home visits no matter what weather conditions are out there or what health issues that worker may be facing. They can care less about putting their field workers in harms way and same goes for their clients. Workers have been fired for complaining about their unfair work practices to HR. So parents and foster parents and any clients of this agency, dont put all the blame on the case workers when something goes wrong with your case. Many of these case workers are over worked and stressed out. This agency also uses assistant administrative employees that have no experience in the foster care system and sends them out to conduct home visits when these support level employees have no clue of what they’re doing but if they don’t do what they’re told by supervisors and directors, they’ll get fired. Just be aware before seeking the services of this unethical in compassionate place that lacks empathy for its employees n their clients.

The staff here on the 6th floor is very friendly. Clean quiet place.

This place is un-ethical, unprofessional, and hires under qualified case workers. They use children and ruin families in order to line their pockets and will qualify anyone (regardless of their history) as a foster parent.
