The Coalition for Hispanic Family Services (CHFS), established in 1990, provides services to Latino children and families and other populations in communities where significant numbers of families live below the poverty level. CHFS's programs address family needs comprehensively and within a cultural context, with the goal of moving them towards self-reliance. CHFS operates foster care and adoption services, child abuse prevention programs, outpatient and residential mental health programs, arts and after school education programs for children and adults, and parenting support programs. Coalition for Hispanic Family Services is New York City's only Latino foster care and family services agency.

Requirements to become a foster parent

Raising foster children is a rewarding and life-changing experience. You can make a real difference in a child's life, helping them on a path toward success.

Remember that fostering affects the whole family, so talk to your partner and biological children if you're considering this journey. Learn more about what to expect and ensure it fits your lifestyle. You must be healthy and have enough time and energy to care for a child and meet their needs. This is important for gaining foster parent approval because every child must have this foundation of support.

Each state has requirements for foster parents. In New York, applicants must:

  • Be 21 years of age or older
  • Live in a safe and stable environment
  • Have enough space for a foster child
  • Show financially stability
  • Prove that all family members are in good health
  • Pass a background check
  • Clear a home safety inspection
  • Attend required foster parent training
  • Complete the Home Study process
  • Provide a minimum of three character references

Foster families in New York can rent or own their homes. Adults can become foster parents no matter their marital or divorce status. All adults who are living in the home with foster children must pass the New York required criminal background check. Every adult must complete both state and federal background checks and undergo fingerprinting.

Interested candidates can make the first call to foster services and get the approval and licensing process started. Contact the New York Office of Children and Family Services (NYOCFS) or your local Department of Social Services (DSS). The first step after expressing interest will be to attend a foster orientation. Potential foster parents can learn about the approval process at the event and get questions answered by a foster child advocate.

The foster parent training requirement begins with pre-service training. After getting licensed, foster parents must participate in ongoing training and educational programs.

I’m really am sick of this agency . Been dealing with them for 5 years now . I’ve had over 6 different case workers , they lie on court documents, they lie on PHR reports . They lie about everything they do not do . They don’t check on the kid like they are supposed too .The foster mother is just as horrible , I have virtual visits and she keeps blocking my number, I gotta call from numbers she doesn’t know . This is very frustrating. This agency is horrible . Please try your best dealing with them , keep your patience but stand your ground cuz they are the real criminals!

My Children weren't receiving proper care at all
They did not have no clothes and the agency staffs were stealing the checks and telling the Foster parents that they received the check the workers left on "vacation" and never came back they shredded evidence and was sending the money to offshore account. My Daughter Has Not Received Any Type of Help Being There . If I could rate it 0 stars I would
There are new workers coming in and out because nobody wants to stay because they know some of the people there are still doing the same thing. They also messed up my case too by lying on me

Worst company you could work for I spent three years working their and they refused to give me my last check. Be careful if you get the site director from PS 123 he's one of the worst site directors there he didn't even notify the company that I left .

All previous reviews seem to be accurate.

The Staff is extremely rude, and can't be bothered to answer questions over the phone. I had a follow up question and before I could even get two words out the lady from HR hung up on me. This company is not worth your time

As a former employee who left on my own terms, I can say that most of the reviews here are true. This organization is not even owned or ran by anyone Hispanic what so ever, they do have a habit of promoting people out of desperation, not qualification, which causes problems for the entire infrastructure of their programming. The people who work as teaching artists and counselors and so forth do their best, everyone who applies to work there has the best intentions, but the organization as a whole needs work starting at the top. They do use children and they do ruin families all with the intent to line their pockets. Be careful if you work with them directly, their after school programs are pretty good but for anything else I would look for help elsewhere if you can get it.
