Building and strengthening families, as well as individuals within families, is at the very heart of the support Catholic Charities provides to children and their parents and guardians.

From adoption services to early intervention to help keep families together, to foster care for youth from all over the world fleeing abuse, neglect, and violence. All of our services and programs are focused on helping families build, strengthen, and achieve their full potential.

Requirements to become a foster parent

Raising foster children is a rewarding and life-changing experience. You can make a real difference in a child's life, helping them on a path toward success.

Remember that fostering affects the whole family, so talk to your partner and biological children if you're considering this journey. Learn more about what to expect and ensure it fits your lifestyle. You must be healthy and have enough time and energy to care for a child and meet their needs. This is important for gaining foster parent approval because every child must have this foundation of support.

Each state has requirements for foster parents. In New York, applicants must:

  • Be 21 years of age or older
  • Live in a safe and stable environment
  • Have enough space for a foster child
  • Show financially stability
  • Prove that all family members are in good health
  • Pass a background check
  • Clear a home safety inspection
  • Attend required foster parent training
  • Complete the Home Study process
  • Provide a minimum of three character references

Foster families in New York can rent or own their homes. Adults can become foster parents no matter their marital or divorce status. All adults who are living in the home with foster children must pass the New York required criminal background check. Every adult must complete both state and federal background checks and undergo fingerprinting.

Interested candidates can make the first call to foster services and get the approval and licensing process started. Contact the New York Office of Children and Family Services (NYOCFS) or your local Department of Social Services (DSS). The first step after expressing interest will be to attend a foster orientation. Potential foster parents can learn about the approval process at the event and get questions answered by a foster child advocate.

The foster parent training requirement begins with pre-service training. After getting licensed, foster parents must participate in ongoing training and educational programs.

We are working with CFC to complete a homestudy since last year. The caseworker we were working with was so wonderful but unfortunately has been non responsive since Jan of this year. We have 1 final step to complete, to sign the report but very dissapointed we have not heard anything and she has not returned our emails or phone calls☹️

I love the services I receive from here my psychiatrist is the best but every time I come in it smells like either urine or feces if they start cleaning better and take balance care out of here I would recommend the mental health clinic highly ever since balance care came the smell has been consistent

I went there for help back in August it is now October they still haven't helped me been giving me the run-around I'm ready to speak to a supervisor

I visited your agency two days in a row in hopes to get assistance with my past due energy bill, but was told that assistance isn't provided for people with month-to-month leases and assistance also isn't provided if there are any violations on the property. There is an outstanding violation, as the outside of the house is in need of a fresh paint job that wasn't taken care of under the former property manager. I've been residing at the same address since 2008 under one property mgr until a new one took over in January this year. The owner of property is an investor who resides in another state. Some of the documents that I brought with me were rejected, one of which was a recent lease from RHA with the new property mgmt company listed on it. Another doc was a statement from the PM saying when they assumed responsibility over the property. I asked, and received a new statement from the property mgr on company letterhead stating who they are and when they took over the property. They welcomed your agency to contact them directly should they have any questions. This statement was rejected because the letter didn't state that I've been living in the property since 2008. I was told that I needed to supply your agency with a new lease. In the meantime, I've been updating RGE with what's going on in prayer that services aren't shut off as I attempt to receive assistance from CFC. This is not an easy nor seamless process for someone in need.
