There are many Maryland children waiting to be part of a family.  Some of the children have special educational, emotional, or medical needs; this information is confidential and does not appear in the children's descriptions. More detailed information about the children can be shared with adoptive parents as they are completing the adoption preparation process.

Foster Care is a temporary Service that provides short-term care and supportive services to children who are unable to live at home because of child abuse or neglect. Foster children live in family foster homes and group care settings.

All Maryland counties and Baltimore City operate foster care programs. Foster care caseworkers work with the birth and foster families to develop the most appropriate permanency plan for each child. Reunification with parents, placement with relatives, or adoption are examples of permanency plans. If for some reason a child cannot reunite with their family, the child, depending on their age, receive services that teach them to be independent young adults.

Requirements to become a foster parent

Understanding the licensing requirements is the first step, as they vary by state. In Maryland, potential foster parents must meet the following criteria:

  • 21 years of age or older
  • Live in a safe home, either a house or an apartment
  • Undergo a criminal background check and fingerprinting
  • Remain financially stable
  • Able to support a child financially
  • Undergo a medical examination
  • Attend a medical reexamination every two years
  • Provide three references
  • Attend necessary parent training/education courses
  • A minimum of two home visits by an approval worker
  • Child support clearance
  • No use of physical punishment allowed
  • Receive a fire inspection and health clearance from local departments

The foster care agency you work with will help you to meet these qualifications. They answer your questions, provide parent education training, conduct home visits, and more. As such, they'll be your first point of contact as you prepare for your first placement.

Remember that it will take time to go through the approval process. The home study takes the longest, consisting of lots of paperwork, interviews, inspections, etc. However, you'll be a licensed foster parent in Maryland when it's over.

SAME AS EVERYONE ELSE I HAVE DONE THIS BEFORE I TIME 5 HOURS AND THEN WAS TOLD TO CONTACT MY LOCAL DEPARTMENT THEY DONT LET YOU IN THERE OFFICE AND DONT ANSWER THE PHONE I AM A SENIOR AND I HAVE BEEN GETTING FOOD STAMPS FOR A COUPLE YEARS BUT EVERY SINCE OCT 22 I GOT AT LEAST 1 POINT 281 FOR MY SELF THEN IN DEC 22 DROPPED TO 258 THEY BLAME COVID NOW IM DOWN TO 23 THATS A INSALT THERE IM SURE WAS ONE POINT I GOT 132 BUT THAT WENT AWAY IM ON A FIXED INCOME IT IS REDICCULIS I JUST LIE THE PHONE DOWN AND DO SOMETHING ELSE ITS SAD THIS PLACE HAS ALWAYS BEEN BAD BUT IT ONLY GETS WORSE O AND DONT FORGET TO PLUG IN YOUR PHONE IT WILL DIE WAITING ON THEM

Tired of the constant lies saying they will call on the day of your phone interview and they never call but they sure can send that email about missed interview someone needs to be held accountable it is absolutely ridiculous then you call to have it rescheduled and Noone wants to even hear what you have to say and they don't even care just ohh you have to wait another 10 business days when will it stop someone or something needs to do something about this

FRAUD/IDENTIFICATION DEPARTMENT: I WAS HONESTLY AVOIDING CONTACTING THE DEPARTMENT BECAUSE ALL OF THE REVIEWS, AND MY PAST EXPERIENCES BUT I AM GLAD THAT I DID TODAY. I CALLED FIRST THING IN THE MORNING, DREADING A LONG CALL WAIT TIME- NOPE. THEY ANSWERED THE PHONE IMMEDIATELY. WITH THAT SAID, I HAD TO LEAVE A POSITIVE REVIEW FOR SHAEUNDREA! SHE WAS EXTREMELY PATIENT WITH ME, RESOURCEFUL, PROFESSIONAL, SWEET & HELPFUL & WAS ABLE TO SOLVE MY PROBLEM! I AM SO THANKFUL FOR HER! I WISH I COULD HAVE HER EMAIL/EXTENSION SO THAT I CAN JUST CONTACT HER, JUST TO ENSURE THAT SERVICE WOULD BE RIGHT EVERYTIME! THANKS AGAIN FOR EVERYTHING!

I am consistently being denied benefits with the reason being that "You did not provide the requested verification by the due date" when I always upload them well before. I would love if someone could fix the system, or whatever it is causing these issues, because withholding food stamps for months when I report a change is unacceptable. Whenever I call and wait for the hour to talk someone they tell me the same thing, and I say that I have in fact uploaded the documents. They check and wow, they magically appear! Do better, DHR you are messing with the well-being of thousands of people. Maybe hire more people to get the job done.
