There are many Maryland children waiting to be part of a family.  Some of the children have special educational, emotional, or medical needs; this information is confidential and does not appear in the children's descriptions. More detailed information about the children can be shared with adoptive parents as they are completing the adoption preparation process.

Foster Care is a temporary Service that provides short-term care and supportive services to children who are unable to live at home because of child abuse or neglect. Foster children live in family foster homes and group care settings.

All Maryland counties and Baltimore City operate foster care programs. Foster care caseworkers work with the birth and foster families to develop the most appropriate permanency plan for each child. Reunification with parents, placement with relatives, or adoption are examples of permanency plans. If for some reason a child cannot reunite with their family, the child, depending on their age, receive services that teach them to be independent young adults.

Requirements to become a foster parent

Understanding the licensing requirements is the first step, as they vary by state. In Maryland, potential foster parents must meet the following criteria:

  • 21 years of age or older
  • Live in a safe home, either a house or an apartment
  • Undergo a criminal background check and fingerprinting
  • Remain financially stable
  • Able to support a child financially
  • Undergo a medical examination
  • Attend a medical reexamination every two years
  • Provide three references
  • Attend necessary parent training/education courses
  • A minimum of two home visits by an approval worker
  • Child support clearance
  • No use of physical punishment allowed
  • Receive a fire inspection and health clearance from local departments

The foster care agency you work with will help you to meet these qualifications. They answer your questions, provide parent education training, conduct home visits, and more. As such, they'll be your first point of contact as you prepare for your first placement.

Remember that it will take time to go through the approval process. The home study takes the longest, consisting of lots of paperwork, interviews, inspections, etc. However, you'll be a licensed foster parent in Maryland when it's over.

I had an APPOINTMENT for this year's EBT. No one called I gave it an hour after the designated appointment hours. Then called in was told by a BOT that the wait time was one hour and was forced to leave my phone number for a call back and wasn't given the option to stay on the line. Hour and 20 mins past and call again. Next day I call again and was told by a BOT once again a ONE MINUTE WAIT. And forced to leave my number rather than remain on hold. Give them 20 minutes and still NOTHING. I HAVE CALLED 3 TIMES JUST TODAY AND EACH TIME BEING TOLD TO LEAVE MY NUMBER FOR A ONE MINUTE WAIT.

As a disabled person who hardly receives anything, if I lose my ebt the state of Maryland is going to have a big issue because at the point its unfair and unjust treatment as I had a scedualed appointment to renew my ebt. On disability I can't afford to buy my own food from what I get because you all INSTIST on keeping us below the poverty line

The holds times on the phone are way too long. I was requested a callback even though I didn’t ask for it but there was no way to hold on. When I got the callback it was a rep that couldn’t even help me and she threw me back into the queue even though I know for sure I pressed the IVR buttons correctly. I had to reapply for my benefits in February because the site wouldn’t work properly for my redetermination and it’s May and I still haven’t gotten a call back. They made me a phone appointment and never called then sent me a letter stating I missed it. This place is a joke

ANSWER THE D@MN PHONE!!! No one should have to wait on hold for HOURS to speak to a rep! Also, get rid of the call back feature because you all surely DON’T utilize it

I fill out my re-certification form the second week of March mail them at the main post of ; on April the 8 th. received an letter in the mail that because they did not receive my form that my food stamps were close as of March the 31th. ; so now I’m waiting after going up on North Avenues to re-apply all over again and they were not able to tell me how long it will take ; it is sad that Baltimore city had the worst Social Service; now my brother food stamps were close as well ; but he live in Baltimore County and two days later someone gave him a call and he got his stamps the next day and I have to a few people who’s said that they wish they never move to Baltimore city ; because the county that they were from they never had this problem.
