KBYH is licensed by the State of California to recruit, train, approve, supervise, and support qualified resource homes for foster children. Our program provides intensive in-home services along with on-going training & support. All of our Social Work staff have extensive training, expertise, year of experience, and a master’s degree.
The process of becoming a resource family can seem complicated, but KBYH makes it a clear and simple 4-step process: orientation, paperwork, training, and a family evaluation. Also, there are no fees involved in our services. To find out the requirements for becoming a resource family

Requirements to become a foster parent
Many do not realize the need for new resource families in California. The number of foster kids outnumber the foster families who can provide short or long-term care. Foster advocates work hard to find places for these children, but it is not easy.
The latest 2021 report from the Adoption and Foster Care Analysis and Reporting System (AFCARS) report in California says there are:
- 47,871 kids in California's foster care system
- 22,892 who entered foster care
- 15,386 foster kids awaiting adoption
- California foster kids across all ages, with a median of 8 years
- 33% whose foster child case plans include adoption
A child's median time in the California foster care system is over a year at 16.8 months. 13% spend 3-4 years in foster care.
California needs foster parents to take in multiple children if they have the time and energy to care for them. Sibling groups often need care, and it is essential to support these family bonds. In California, it is challenging to find homes for teenagers, though they need stable environments and reliable adults to support them.

KBYH raises children no one else will. These are children born into challenges that most people never have to address. Because of KBYH, these children grow up in a secure environment, have medical and dental care, and are able to go to school, and prepare themselves to be self-sufficient when they become adults.

Go straight county. This agency is so restrictive and the supervisors are rude. The actual social workers who visit the house can be great but when something goes wrong the supervisors blame parents and refuse to acknowledge their own failures. I was with them for a while and when I got a difficult child they kept blaming me for the child’s behaviors even though the child had multiple failed placements then refused to offer any help with the behaviors saying they don’t deal with behaviors. It was such a silly thing to say since they literally have an STRTP and an intensive program designed around behaviors.

This agency is not for black families…..They’re racist and treat their black foster parents very poorly….This agency caters to their white and Hispanic families and black families often get ignored….We had a foster parent dinner where my friend and I were the only 2 black people in the dinner and not one person acknowledged us not even the director. Horrible!!!!!
