The child welfare system – or foster care system – refers to the array of services and programs designed to ensure children’s safety and wellbeing. Most families become involved in this system after suspected child abuse or neglect. Children remain in foster care temporarily until they are able to safely reunify with their family, are adopted, or “age out” of foster care and transition into adulthood.
Resource parent is another term for foster parent. A resource parent or resource family provides temporary care for children in foster care while their birth family receives family strengthening services. Their role is one of the most vital in the system, working tirelessly to provide children with safe harbor and a greater future.

Requirements to become a foster parent
Many do not realize the need for new resource families in California. The number of foster kids outnumber the foster families who can provide short or long-term care. Foster advocates work hard to find places for these children, but it is not easy.
The latest 2021 report from the Adoption and Foster Care Analysis and Reporting System (AFCARS) report in California says there are:
- 47,871 kids in California's foster care system
- 22,892 who entered foster care
- 15,386 foster kids awaiting adoption
- California foster kids across all ages, with a median of 8 years
- 33% whose foster child case plans include adoption
A child's median time in the California foster care system is over a year at 16.8 months. 13% spend 3-4 years in foster care.
California needs foster parents to take in multiple children if they have the time and energy to care for them. Sibling groups often need care, and it is essential to support these family bonds. In California, it is challenging to find homes for teenagers, though they need stable environments and reliable adults to support them.

Extraordinary Families is a wonderful, caring foster-adopt agency. When I decided I wanted to become a foster parent I emailed a reporter at the Los Angeles Times who covered social services and asked for a few foster agency recommendations. Extraordinary Families was one of three he recommended. I could not have been more pleased with my experience with them. The staff works tirelessly and really cares about the children as well as the families caring for them. I am also a single parent and they are very open and supportive of all family structures. Thank you, Extraordinary Families, for the incredible work you do.

We were certified as foster parents through Extraordinary Families. The process was much more cumbersome than necessary, usually due to the delays that were caused by staff. We were seeking to adopt an older foster child and it was very clear that Extraordinary Families does not value placing older foster children as much as they do placing children under the age of 1. After we adopted our foster daughter, we were in a situation where her 2 siblings were placed with us on an emergency basis. We reached out to Extraordinary Families for help and one of the choices they gave us was to have the children removed from our home and placed with strangers. The next day they decertified us as foster parents and turned their backs on the children we were trying to help.

I wish I could give lower marks for these people! They have no inclination as to how to treat visitors! They come off as nice but really they're judgemental, patronizing, belittling! I think they trust familiar family's way too much! Side note just because someone looks good on paper doesn't mean they're good person!🤔🤔🤔

This isn't just a place to train to become a foster parent, it's a community of support and knowledge that has been irreplaceable for me on my journey towards Parenthood. I cannot recommend them highly enough.
