The child welfare system – or foster care system – refers to the array of services and programs designed to ensure children’s safety and wellbeing. Most families become involved in this system after suspected child abuse or neglect. Children remain in foster care temporarily until they are able to safely reunify with their family, are adopted, or “age out” of foster care and transition into adulthood.
Resource parent is another term for foster parent. A resource parent or resource family provides temporary care for children in foster care while their birth family receives family strengthening services. Their role is one of the most vital in the system, working tirelessly to provide children with safe harbor and a greater future.

Requirements to become a foster parent
Many do not realize the need for new resource families in California. The number of foster kids outnumber the foster families who can provide short or long-term care. Foster advocates work hard to find places for these children, but it is not easy.
The latest 2021 report from the Adoption and Foster Care Analysis and Reporting System (AFCARS) report in California says there are:
- 47,871 kids in California's foster care system
- 22,892 who entered foster care
- 15,386 foster kids awaiting adoption
- California foster kids across all ages, with a median of 8 years
- 33% whose foster child case plans include adoption
A child's median time in the California foster care system is over a year at 16.8 months. 13% spend 3-4 years in foster care.
California needs foster parents to take in multiple children if they have the time and energy to care for them. Sibling groups often need care, and it is essential to support these family bonds. In California, it is challenging to find homes for teenagers, though they need stable environments and reliable adults to support them.

If you are looking to become a foster parent it is better to just go through the county. This agency has a lot of workers quit. They slow down the process for everything as if they don’t want you to adopt. They rarely match you to a child that you ask for. And it’s more work going through this agency. They ask you for paperwork that the county doesn’t even want, it just makes them look better. They make fostering harder and are not helpful.

Extraordinary Families is truly an extraordinary organization. We used them for the foster-to-adopt process for both of our children. They took the time to really get to know us and were such a valuable resource throughout the journey. We're so glad we had them in our corner and will always consider them a part of our forever family!

My name is Adreanna Hill. I was tortured by the foster/adoptive parents that this agency placed me with as a child. From age 8-13 I was abused, and severely neglected. I am 26 years old now and still dealing with the psychological effects that these people put me through. This agency is part of the blame.
