Requirements to become a foster parent
Understanding the licensing requirements is the first step, as they vary by state. In Maryland, potential foster parents must meet the following criteria:
- 21 years of age or older
- Live in a safe home, either a house or an apartment
- Undergo a criminal background check and fingerprinting
- Remain financially stable
- Able to support a child financially
- Undergo a medical examination
- Attend a medical reexamination every two years
- Provide three references
- Attend necessary parent training/education courses
- A minimum of two home visits by an approval worker
- Child support clearance
- No use of physical punishment allowed
- Receive a fire inspection and health clearance from local departments
The foster care agency you work with will help you to meet these qualifications. They answer your questions, provide parent education training, conduct home visits, and more. As such, they'll be your first point of contact as you prepare for your first placement.
Remember that it will take time to go through the approval process. The home study takes the longest, consisting of lots of paperwork, interviews, inspections, etc. However, you'll be a licensed foster parent in Maryland when it's over.

There are no words to adequately articulate just how I feel about Adoptions Together. Adoptions Together made my biggest dream come true. I had the absolute greatest experience with Adoptions Together. Each and every individual I worked with was amazing. I love each and everyone of them and very much look forward to working with them when I prepare to welcome my second child.

My husband and I worked with Adoptions Together when we adopted our son. As newcomers to the adoption process, we were nervous and had what felt like a million questions. Adoptions Together was truly wonderful to work with at every stage in the adoption journey. We were impressed by their willingness to answer all of our questions, and we felt educated and very supported when our son was placed with us. One of the things that stood out to us was the level of respect the professionals at Adoptions Together showed for everyone in the adoption triad: the birth family, the baby, and the adoptive parents. We always felt comfortable asking questions or reaching out for support, and we are so thankful that Adoptions Together was there to guide us through the process. Unfortunately, we no longer live in the area; however, if we did, we would absolutely work with them again.

We worked with Adoptions Together twice - in 2013-2014 for our first child, and 2016-2017 for our second. They were amazing each time. Adoptions Together is an outstanding organization that, most importantly, cares about children in adoptions: their focus is squarely on finding the best outcome for each child.
There are a few other noteworthy things:
1.) Adoptions Together cares about both birthmothers and adoptive parents. They have separate social workers that meet with birthmothers and adoptive families separately, to make sure each understands the choice they are making.
2.) Adoptions Together strives to make adoptions open (or, at least, as open as the birthparents and adoptive parents wish), which is in-line with research and promotes the best outcomes for kids.
3.) Adoptions Together knows everything about adoption and gets the job done. Adoption is really complicated - not just legally, but also emotionally. Adoptions Together has been involved in so many adoptions that they have seen nearly every situation before and understand how to navigate it, keeping in balance the needs and wants of birthparents, adoptive parents, and especially the children.
One additional smaller note: they have worked with LGBT families and are just as friendly with LGBT families as others. If you're LGBT, you won't get awkward or insulting questions - they will value you and your family, because they value and support all loving, nurturing families.
Although we're stopping at two children (we've never been happier, or more tired, in our lives!), we wouldn't hesitate to use them again if we wanted to adopt a third time.

Adoptions Together was amazing to work with as we adopted our son. They were always there answering any questions we had. The staff were very caring and supportive during the whole process. We could not have asked for a better agency to work with.
