Requirements to become a foster parent
Understanding the licensing requirements is the first step, as they vary by state. In Maryland, potential foster parents must meet the following criteria:
- 21 years of age or older
- Live in a safe home, either a house or an apartment
- Undergo a criminal background check and fingerprinting
- Remain financially stable
- Able to support a child financially
- Undergo a medical examination
- Attend a medical reexamination every two years
- Provide three references
- Attend necessary parent training/education courses
- A minimum of two home visits by an approval worker
- Child support clearance
- No use of physical punishment allowed
- Receive a fire inspection and health clearance from local departments
The foster care agency you work with will help you to meet these qualifications. They answer your questions, provide parent education training, conduct home visits, and more. As such, they'll be your first point of contact as you prepare for your first placement.
Remember that it will take time to go through the approval process. The home study takes the longest, consisting of lots of paperwork, interviews, inspections, etc. However, you'll be a licensed foster parent in Maryland when it's over.

My family and I used them for a home study a number of years ago and I was not happy with them. There were a number of issues, but the biggest was that our main social worker, Alaina Springer, had some concerns that we were a "very religious" family. She told my wife and I that we would need to take a class on diversity and acceptance as part of the education requirement. We had already met the education requirements so this was on top of the usual ones. It was only after I pushed back and pointed out that this was discriminatory toward our religious background that she decided not to require it. They are one of the less expensive home study providers in the area, but I recommend you be wary of using them, particularly if you are "religious." AWAA and Bethany are two good options to consider, both of whom we had a better experience with for another adoption.

I am more than please to have worked with the agency Global Adoption. One thing I liked the most is the honesty assesment of the adoption process. Additionally the timely response to facilitate the case forward. If I have to do it again I will most definitely have the agency handle my case.
