If a child is removed from their parent(s) and efforts to keep the child with safe and appropriate relative or fictive kin are unsuccessful, then HHS works to place them with a licensed foster parent.  When a child is in foster care, the initial goal is always to try and safely reunify the child with the parent(s) or legal guardian(s) they were removed from. The order of who the child will be placed with if they are removed from their parent(s) (as long as it is safe) is below.

  1. An adult relative of the child including, but not limited to, adult siblings and parents of siblings
  2. Fictive kin
  3. Any other suitable placement identified by the child's relatives
  4. An individual licensed to provide foster care as described in Chapter 237
  5. A group care facility, shelter care facility, or other residential treatment facility.

If the court terminates the parent’s legal rights to their child, the child may not return to their home and is freed for adoption.

Requirements to become a foster parent

Many new parents are worried they'll be on their own if they decide to foster. That's not true; you have tons of support on your side.

You have the Iowa Department of Human Services (DHS). Your local DHS recruits and approves families for fostering and adoption. They also place children with approved parents.

The Iowa Foster & Adoptive Parents Association has handbooks, contact phone numbers, information on training and case plans, useful PDFs for foster parents, and more online.

You also have your local child-placing agency for assistance. They're licensed and approved to train parents and place children in homes. You can find information on how to navigate the legal system or tips for working with birth parents, for example.

Many state non-profits dedicate themselves to assisting foster youth and the families caring for them. They may help with basic care, such as clothing or food, or educate parents on specific topics.

Very rude. I called and within 10 seconds of speaking they immediately transferred me and said wrong department without me even explaining anything.

I applied for food assistance in early February they never called me or answer any of my calls. When I finally went down to the office they give me this one lady name Diana Baldwin or boldwin # saying thasts my case worker. I got her # like 3 weeks ago she haven’t answered any of my calls or returned them. So I went and reapply hopping to get a new case worker that too was a waste everytime I call as soon as I give my ss# they hang up on me when I do call back nobody will answer…the staff are completely rude they don’t even respond to your greetings. You will say good afternoon they will go “how can I help you?” Like danm you not better than me. I’m done with this place they can keep their food. Btw I have a 2 years old and a 11 months old, lost my job few weeks ago and with nothing to eat they still won’t answer my calls or speak with me.

Glad to know after talking to a supervisor Sheila. Iowa is truly a mother state out to destroy families for profit. Hope they know the LAWS and not just policies when they are brought in to answer for the trauma they have caused my son and a lot of other poor helpless children here in Iowa.

If you have a SNAP/EBT Card, make sure you write the 19 digit number down somewhere safe. If your card get LOST or STOLEN, and the call the "LOST/STOLEN 800 NUMBER" you are still required to use the missing 19 digit number to get past the prompts to report the MISSING CARD, "LOST OR STOLEN".
If you do not memorize or write the numbers down, you will wind up calling a 515-number and then getting bounced around to different extensions and re-explaining everything like 30 times and waiting on hold for (Currently at 43 minutes.. and counting..) a long time.
This is the Department of HUMAN Services. Not the Department of ROBOT Services!!!! At this pace, my house will be completely out of food before I even get on the phone with a human to help me make the simplest request for a replacement card.
(Update: Held for 70 minutes before getting transferred to a whole other number because I needed the card sent to my new address. So I was on hold for a total of 3 hours today, while at work, trying to get this urgent matter handled. So next time you have something urgent and need assistance right away - might as well take the whole day off work to get 1 phone call accomplished.)
