Requirements to become a foster parent

Foster parents in Indiana have access to a variety of services and support. These services include:

Support Payments

As a foster parent, you will receive a daily payment from DCS to help cover the costs of caring for a foster child. The amount varies depending on the age and needs of the child, but payments start at $18.88/day.

Foster parents are also eligible for an initial clothing expense payment of up to $200.00 and an Annual Personal Allowance of up to $300.00 per child per year. This payment becomes available when the child has been in placement for at least eight days.

Additionally, DCS provides a Special Occasion Allowance of up to $50.00 on
child’s birthday and during the December holidays.

Medical and Dental Coverage

In Indiana, children in foster care are entitled to receive Medicaid coverage for their medical and dental needs.

However, it is the responsibility of the foster parents to schedule and attend all medical and dental appointments for the child. This means that foster parents must make sure that the child receives proper medical care and attends all necessary appointments to maintain their health and well-being.

Training and Support Groups

Foster parents have access to ongoing training and support groups to help them navigate the challenges of fostering. Support groups provide a space for foster parents to connect with others who understand the unique challenges of fostering.

As of 2021, there were over 13,000 children in foster care in Indiana. However, there are only 6,200 licensed foster parents. Most children in Indiana foster care are between ages 8 and 16. On average, they stayed an average of 14.3 months in foster care.

Sadly, children who exit foster care have a higher likelihood of experiencing homelessness, unemployment, and incarceration than their peers who did not experience foster care.

Avoid them! We were given inconsistent and untrue information. Lady my husband and I spoke to was cold and indifferent. Perhaps they are nice to some, but that was not our experience. Happily moving on.

We have completed 2 adoptions with MLJ in the last decade and are currently working on our 3rd. We adopted from Ukraine and Bulgaria and have worked closely with their staff (specifically Lydia Tarr) each time. They are professional and compassionate people. In an industry where information and specific country requirements are continuously changing, I have always been impressed with how knowledgeable they are. They are quick to respond to questions and to help families resolve the issues that inevitably pop up during the emotionally charged adoption process. Many of them are adoptive parents themselves and bring that level of understanding and commitment to their jobs. They genuinely care about the families they are working with and stay in contact with them long after the adoption process is complete.

MLJ is an incredible agency to work with! Through this whole process from beginning to even after bringing oubson home they have made us feel like we are the only family thy are working with. They guided us through the process and double checked everything to make sure there would be no hiccups. The education required set us up for success to help our son transition, attach and heal once home. MLJ has become family!

We recently brought our son home from Burkina Faso and used MLJ Adoptions for our process. We used them for our first adoption as well from DR Congo in 2013. We were very happy with how they handled everything for us. They are ethical and available to us whenever needed. They get things done right which is very important in any adoption but especially in a foreign adoption.

I am in the process of researching countries that are open to single women adopting. Through my research, I found out several countries were open, Bulgaria being one of them. MLJ Adoptions was one of the agencies that seemed highly knowledgeable about the adoption process in Bulgaria. I contacted Lydia Tarr, the Bulgarian Program Director, and started asking questions about the process. She provided some information that I found useful relating to being open to a child with special needs as well as a male child since, according to Lydia, 90% of adoptive families are looking for little girls between of the ages of 0-3. She went on about the quickness of the program, saying it was streamlined and talked quite a bit about MLJ's experience in Bulgaria. This was all good information that I noted. Next, I brought up the fact that I was very open to any child. I mentioned researching the Roma people in Bulgaria, who are severely discriminated against because of their skin color. "I am African American, so this won't be an issue for me." Lydia was silent for several seconds and then asked, "Have you looked into Burkina Falso?" Burkina Faso is a country in west Africa. At first I wasn't sure why she had asked about this particular country, but I told her that it was closed to singles. Lydia said that she didn't think it was, put me on hold, and came back to confirm that I was right. "What about Haiti?" Lydia asked me immediately after that. "Their program is a beast. It is much more difficult and has a much longer wait time." Exactly. So what was her reason for even suggesting Haiti? I told her that I took it that Bulgaria would have an issue with adopting to an African American then. She told me that she wasn't sure and could ask Vesta if they were okay with adopting to a single African American woman (not sure who Vesta is, but I guessed that it was their agency in Bulgaria). I was beyond shocked by this!

I cannot tell you how HURTFUL it was to be told by an adoption agency, who is supposed to be working to find unwanted children the absolute best home possible, that they would have to "ask" if I was suitable as a potential parent because of my race. Really? This is absolutely appalling and so discouraging! Lydia Tarr is insensitive, unprofessional, and even comes across as bigoted. I would NEVER recommend MLJ Adoptions, Inc. to anyone, especially families of color!
