The goal of the Foster Care Program is to ensure that placements facilitate and maintain family ties, are in the best interest of the child, and meet the provisions of the Department of Child and Family Services (DCFS) Foster Care Contract.  Our mission is to provide diverse services that inspire people to improve the quality of their lives in their greatest time of need.

Central to our philosophy of care is advocacy for peace and justice.  We believe in the inalienable human right to live and work safely, free from violence, oppression, and abuse.  We are guided by the principle that people have the right to self-determination as we join them on their journey of healing. We strive to instill hope through client-centered services provided in a safe and confidential environment

Requirements to become a foster parent

You must meet minimum requirements to provide foster care for children in Illinois. To become a foster parent, you must:

  • Be at least 21 years old
  • Attend foster parent orientation
  • Pass a background check
  • Finish 30 hours of foster parent training
  • Complete the Home Study
  • Provide at least three references
  • Clear a physical exam
  • Maintain financial stability

Foster families must be able to provide a safe and comfortable home for a child. You must provide room for the child to have a bed and enough space for personal belongings.

Foster parents do not need to be married or have a partner. However, if married, couples must show a stable marriage of at least one year before they can foster a child in Illinois.

Foster parents need to meet a child's basic care needs, such as providing meals and clothing. Foster families must also support a foster child's education and assist them in developing social skills.

All Services, especially Sexual Assault Services & Groundwork Domestic Violence Program are Excellent. If your child, client, school, workplace or facility needs any type of empowerment from education to counseling services, GACS can and will do everything in their power to assist <3 Joliet, Will & Grundy County have been blessed with this place. Thank you for all that you have done for my clients/students & community!

I work with this agency as a foster parent. They are very caring and supportive of the kids as well as the foster family. I would recommend anyone who is considering fostering to work with them.
