Requirements to become a foster parent
You must meet minimum requirements to provide foster care for children in Connecticut. Before you start, educate yourself and reach out to a foster care agency. Social workers recommend that you and other family members in your home feel ready before starting your foster journey. Caring for a foster child takes time, patience, and persistence.
Contact your local licensed child-placing agency or attend an orientation meeting to learn more about what fostering entails. They will inform you about foster parent requirements, common obstacles you might face, and unique challenges among foster children. All foster kids have experienced trauma. Training teaches foster parents how best to help foster children manage their feelings and feel secure.
You must meet minimum state requirements to qualify as a foster care provider in Connecticut. Foster parents must:
- Be 21 years of age or older
- Offer a safe living environment
- Pass a police and FBI background check
- Maintain sufficient income to care for a family
- Complete the 10-week training program
- Provide a separate bed for the foster child
- Complete the Home Study process
- Have a clean driving record (pass a DMV check)
Kids of the same gender in a similar age range may share a bedroom.

Dealing with New Opportunities in Waterbury has been a NIGHTMARE!! Let's start from the beginning, I went to apply for energy assistance but I needed a letter to show my dates of employment within 10 days of applying. I had to get this from a previous employer which was not responsive after I left several messages, called her boss and the corporate office. I was told by corporate that if this was for a state issued program, they could call and get the info themselves. I asked my worker for an extension due to the circumstances and she said no, that I would have to reapply if I didn't have the documents in time; at which point I asked if SHE could please call because I was getting no where with them, she then all of a sudden could give the extension. In my meeting with her I asked about the weatherization program and she claimed to know NOTHING. Not a name, not a phone number, not an email, even though they're in the SAME building and there were flyers for the program by the elevator in the building that she worked in. When I finally got to speak to a person in weatherization, apply and they came out, they sealed the leaks in my home and said they would recommend me for a NUMBER of things including having my heating system be serviced because I had NO HEAT. Weeks passed, they never followed up so I called them CONTINUOUSLY. At which point they would either not return my calls or say they were working on it. I then got frustrated and called New Opportunities again directly to find out what the process was only to find out that the weatherization people DO NOT handle the recommendations for the heating systems but only 1 man does. I was given his number, called him repeatedly, left him several messages and it was only when I began to call him TWICE in 1 day that he finally picked up the phone and said, he got my 2 messages (which there were more than 2) and in a NASTY UNPROFESSIONAL manner let me know that he doesn't have to call me back. I told him, I have NO HEAT and by this time it was almost the middle of November ( I started this process in AUGUST!!) He claimed that he would forward my heating request to the oil company. Another week or so goes by, the temperature is constantly dropping, I called the oil company. They said, oh yea, I got your name last week BUT NO AUTHORIZATION to come out. So now I contact New Opportunities YET AGAIN to ask them what in the world is going on??? Finally by the next week the oil company calls me BY ACCIDENT and says oh I didn't mean to call you but we did get authorization to come out ( fyi each time I spoke to the oil company I told them I had NO HEAT and children in the house) Do you know they snuck out here, dropped the oil and STILL didn't service my heater!!! I called them and they said no 1 told them I didn't have heat???!!! This program is a SCAM!!! Designed for everyone involved to get paid but the people who need assistance the most are left by the wayside. If you finally do get help (because I called weatherization several times last year and never got a call back) you will always come LAST. If you don't CONSTANTLY stay on top of them you will NEVER receive all that has been promised and no 1 takes accountability for the people in need being left in the cold! They will always say, they're busy, yet they make minimal effort to assist you or make sure they have ACCURATE information. Shame on you New Opportunities!!! Clearly you're only in business to help yourselves and your reputation, you're not in business to help the PEOPLE.

New opportunities help many people in the Waterbury area and have been doing so for years. This is a very good organization to invest in for the future of our city and its people.
