Requirements to become a foster parent
Many do not realize the need for new resource families in California. The number of foster kids outnumber the foster families who can provide short or long-term care. Foster advocates work hard to find places for these children, but it is not easy.
The latest 2021 report from the Adoption and Foster Care Analysis and Reporting System (AFCARS) report in California says there are:
- 47,871 kids in California's foster care system
- 22,892 who entered foster care
- 15,386 foster kids awaiting adoption
- California foster kids across all ages, with a median of 8 years
- 33% whose foster child case plans include adoption
A child's median time in the California foster care system is over a year at 16.8 months. 13% spend 3-4 years in foster care.
California needs foster parents to take in multiple children if they have the time and energy to care for them. Sibling groups often need care, and it is essential to support these family bonds. In California, it is challenging to find homes for teenagers, though they need stable environments and reliable adults to support them.

It has been a long journey but in the end it was all worth it. Michelle and her team are wonderful and supported us throughout the entire time.

When using an independent attorney, I was advised to start the homestudy process early. Long story short, AC has to be constantly reminded that I exist. It took about six months to participate in the workshops and chased down every scrap of paper they asked for.
In the five months since /then/, I haven't heard anything, except to receive an invoice (no note) for $2600. Coordinated the payment with my bank, and haven't heard from AC since.
Workshops were fantastic and would get five stars on their own. But I'm now $3300 and eleven months (!) into the homestudy process and haven't had even one real conversation with anyone at Adoption Connection.

2017 - Adoption is not for the faint of heart, but I believe it is the best decision we have ever made for our family. We went through multiple failed attempts until we finally came home with our son. Each circumstance was a little different and we were so glad that the staff at Adoption Connection was 100% honest and upfront so we could go through the grieving each time. I believe Rachel and Tara made our family richer and we would not have wanted to go through what we did without anyone else by our sides.
2019 - I am so sad to say that almost everyone who supported my family through Adoption Connection have left. I have a wonderful friend who started her journey with Adoption Connection earlier in 2019 and has had a very different experience. Unfortunately, I am now advising my friend to look for an alternative agency. Adoption Connection is just not the same agency they were in 2014-2017. By their own admission, their "outreach program" has been on hold adding any new prospective families for almost a year.

My wife and I first signed up with Adoption Connection in January of 2010. We were fairly reasonable on the requirements on the birth mother's alcohol and substance abuse history, and we asked only that the baby be at least half-Asian.
We wrote and submitted our “Dear Birthmother” letter in the Spring of 2012 and entered into the Outreach program.
We did everything that Adoption Connection required of us.
And every one or two years, we would pay for and renew all of their requirements: Home Study, DOJ/FBI security clearances, doctor's medical resports, etc.
The costs in money and time and effort have become significant.
For more than 6 years, my wife and I complied and practiced patience.
In return, we have gotten nothing from Adoption Connection: no baby, no interviews with birth mothers, no profile matches, no leads at all.
We got nothing from the agency except for platitudes and excuses.
Worse, on the 6th year, after we asked Adoption Connection to do their part before we continue to do ours, they summarily dropped us from their outreach program.
At their introductory seminar, the agency claimed an average wait time of 14 months. That claim now sounds patently false.
Adoption Connection has utterly failed us.

My wife and I had a great experience with Adoption Connection, they provided a great deal of information, guidance and support at every step. Their pay as you go structure helps you plan out all associated expenses in advance and for you to progress at whatever pace suites your budget. We never felt out of the loop and finalizing our adoption was a breeze. We are very happy we selected Adoption Connection to help us start our family.
