The Department of Children and Families (DCF) provides or oversees county administration of programs to assist children and families. Those include assistance for children in need of protection or services, adoption and foster care services, the licensing of facilities that provide out-of-home care for children, background investigations of child caregivers, child abuse and neglect investigations, and community-based juvenile justice services. DCF also administers the Wisconsin Works (W-2) public assistance program, including the Wisconsin Shares child care subsidy program, the YoungStar child care quality improvement program, the child support enforcement and paternity establishment program, and programs related to the federal Temporary Assistance to Needy Families (TANF) income support program.

Adoption establishes a legal parent and child relationship when the adopting parent is not a child's biological or birth parent. Adoptive parents have the same rights and obligations as a child's birth parents.

Legal Guardianship is another way to provide a child with permanency. A relative, a person who is kin, or a foster parent can become the legal guardian when it is determined that adoption or reunification with one's parents may not be the best option for a child.

Requirements to become a foster parent

The Wisconsin Foster Care and Adoption Resource Center (FCARC) provides educational materials on its website, and you can learn more about foster care through the No Matter What: Stories of Hope and Resilience YouTube Channel. There are also links to family support associations and groups.

You can look up statewide meetings, training options, and events on the FCARC website or contact them at 1-800-762-8063.

Fostering Across Wisconsin is a newsletter that contains helpful articles, stories, and resources. These newsletters are available to parents via a free lending library.

The State of Wisconsin Foster Parent Handbook is packed with valuable tips. It's an excellent source of information to refer to if you need to clarify something or learn more about a foster parent's responsibilities.

Your local foster and adoption agency is always there for you as well. They should be your first choice when contacting someone with questions or concerns.
