Adoption Services Inc. was established in 1983 as the first private, non-profit, non-sectarian licensed adoption agency in Wisconsin. With offices located in the Appleton and Milwaukee area, we provide an array of services and support to expectant parents, birth parents, and people hoping to expand their family through adoption throughout the state of Wisconsin.
Our mission, “Here today for a child’s tomorrow” brings 3 hearts (birth mother, adoptive parents, and child) through 2 journeys to build 1 family with a common bond of love.
Adoption makes clear something that is true in all life - we are interdependent on one another. We must create an environment for positive decision-making, made in partnership with one another.

Requirements to become a foster parent
The Wisconsin Foster Care and Adoption Resource Center (FCARC) provides educational materials on its website, and you can learn more about foster care through the No Matter What: Stories of Hope and Resilience YouTube Channel. There are also links to family support associations and groups.
You can look up statewide meetings, training options, and events on the FCARC website or contact them at 1-800-762-8063.
Fostering Across Wisconsin is a newsletter that contains helpful articles, stories, and resources. These newsletters are available to parents via a free lending library.
The State of Wisconsin Foster Parent Handbook is packed with valuable tips. It's an excellent source of information to refer to if you need to clarify something or learn more about a foster parent's responsibilities.
Your local foster and adoption agency is always there for you as well. They should be your first choice when contacting someone with questions or concerns.

We began our adoption process with adoption services and after completing packet #2, (which both packets #1 and #2) take a significant amount of time, paperwork and some out of pocket expenses (such as water testing, fingerprints, references, application etc) they called to tell us they did not have the staff to do our adoption. They also stated they only typically do infant adoptions (they knew ahead of time ours was not an infant adoption as in packet 1 we had to include a family photo as well as birth certificates for everyone in our family and names/ages on application). We had paid $2,500 already, which they did refund. We really would’ve preferred they told us up front they only do infant adoptions and that they didn’t have staff to work with us, versus spending 3 months time to do everything only to then be told they couldn’t help us.

I worked with Katy, and Adoption Services Inc for my husband's step parent adoption. They could not have been more helpful and supportive. Because of the nature of our case, we were in a massive time crunch, and they truly went above and beyond to make our near impossible 30 day deadline happen.
Katy laid out clear and low pressure guidelines for the process, to avoid overwhelming us with the massive amount of work that goes into an adoption, but when we kicked into overdrive, she went right with us in a flurry of efficiency and positivity. I appreciated so deeply having someone who clearly cares so much about giving children the security of a safe and loving home, in our corner at every turn. Everyone should be so lucky as to have a Katy as the backbone of their organization, and the keystone for clients.
ASI also partnered with our social worker, Sandy. She is warm, realistic, compassionate, and as an adoptive parent herself, a fountain of advice and information you didn't know you needed, and are so grateful to have. Not only does Sandy bring all the expertise of experience as a social worker, she clearly maintained her passion for making the lives of children better. She is also wonderful at facilitating the process, and a calming, supportive prescence as well.
I would recommend Adoption Services Inc to anyone looking to foster or adopt. I'm so grateful to them and all their hard work in making our family official and all within that impossible 30 day deadline.
