Adoption Avenues, Inc. strives to provide environments of love and stability for children in need. Education and support is offered for everyone in the adoption process, from the people making the loving parenting decision to place their child for adoption to the new caring family. We are a Wisconsin licensed child placing agency offering a full range of adoption services. Our social workers have years of experience. Adoption can be difficult and confusing. We are here to help navigate the process for birth parents who are placing a child for adoption and for adoptive parents trying to choose the best avenue for building a family.
The services we offer include birth parent counseling for women experiencing unplanned or crisis pregnancies, home studies for all types of adoption, step-parent screenings, pre-adoptive preparation, foster home licensing and post-placement supervision services. Wisconsin is an “agency” state, thus a private adoption agency must be involved in every adoption. Our fees are competitive and reasonable.

Requirements to become a foster parent
The Wisconsin Foster Care and Adoption Resource Center (FCARC) provides educational materials on its website, and you can learn more about foster care through the No Matter What: Stories of Hope and Resilience YouTube Channel. There are also links to family support associations and groups.

Fostering Across Wisconsin is a newsletter that contains helpful articles, stories, and resources. These newsletters are available to parents via a free lending library.
The State of Wisconsin Foster Parent Handbook is packed with valuable tips. It's an excellent source of information to refer to if you need to clarify something or learn more about a foster parent's responsibilities.
Your local foster and adoption agency is always there for you as well. They should be your first choice when contacting someone with questions or concerns.

Adoption Ave & Cindy are wonderful. As a biological mother, my pregnancy and adoption were a happy experience.
A picture of Cindy can go in the dictionary to define “bubbly”. She is also organized and fiercely protective of birth mothers. I’ve been in contact with many families and adoption agencies before finding Cindy... the difference is day and night. She spoke to me with respect and kindness, she is passionate for her work and has decades of experience. Both myself and the biological father felt comfortable and welcome from the first time we met her.
I knew that I could contact her at any time for questions or support and sometimes did. Even after the adoption, she was receptive to me reaching out, even about unrelated topics & I believe that Cindy and I will have an ongoing connection.
The adoptive parents also loved her! She took charge of the “behind the scenes” stuff and that went so smoothly - I didn’t have to lift a finger even once to get support and legal requirements arranged. Thanks to her experience, she set us up with a strong legal team and the parents were able to leave Wisconsin with the baby in less than a week! We expected to be stuck for much longer.
Cindy and the adoptive parents are among the most amazing people I’ve met in the past years. I highly recommend them & I am so glad that I didn’t settle for anyone else.

Working with Cindy was a nightmare. We adopted our daughter from Wisconsin and brought her back to our home state, Oklahoma. Cindy was very hard to get ahold of. She was never at the office and took her time replying back to emails. She was very rude and stuck up to my family and our daughters birth mom. She was very unprofessional and tried to cover up her original plans of coming to the hospital the day our daughter was born and told me I completely misunderstood her when she told me and birth mom on separate occasions that she would be there within a few hours of baby’s arrival (it was scheduled c-section in the morning). She handed out her personal phone number to call when baby was born so I did and I texted a few times because she wouldn’t answer any other way and she charged me $40. She also wouldn’t answer when ICPC called to allow us to go home. If it weren’t for my home state home study person, we would have been stuck there even longer. I do not recommend using Cindy-the owner of Adoption Avenues Inc.
