Requirements to become a foster parent

You must meet minimum requirements to provide foster care in Pennsylvania. Foster parents for children in need must:

  • Be a minimum of 21 years old
  • Pass a criminal background check with fingerprinting
  • Have time and energy to devote to fostering
  • Live in a safe and healthy environment
  • Prove good health through a medical examination/physical
  • Maintain financial stability
  • Clear all home safety requirements
  • Complete required pre-service training hours
  • Finish the Home Inspection

After fulfilling all requirements during the approval process, licensed foster parents can welcome a foster child into their home. To maintain a valid license, foster parents must also participate in ongoing training each year.

All adults who are living in homes with foster children in Pennsylvania must pass a required criminal background check and fingerprinting. This includes adult children who are family members living at home.

There are other, more detailed requirements for foster homes, such as having a flushing toilet and an operable phone. Prospective foster parents will learn more details during foster parent orientation.

Once you've decided to foster, you can contact a public or private foster agency or the Pennsylvania State Resource Family Association. Foster agencies screen and train prospective foster families and ensure applicants are good candidates for foster care.

My review is based off my experiences while at Tabor in the Philadelphia county under the auspice of Kimberly Dent. Three words to keep in your Frontal Lobe if your considering becoming a Resource/Foster Parent. (Select Another Agency).There has been ongoing frustration from Administration, Secretarial staff, Intake, Case Aides, and Resource Support Workers. There are two staff that were always Professionally adept, Courteous Resourceful, and carried out their job, as it was their Passion, always with the personal understanding that the children in need of service and support always come first. Those two staff are Ms. Dana Wallace(Recruiter) and Ms. Kelli Patterson (Permanency Consultant). The two never allowed any personal matter(s) to steer them from the intended goal of servicing the children. As absurd as this will sound it was experienced by me. If you're resourceful, have opinions that differ from Tabor and express them, work a legitimate job that conflicts and prevents you from transporting a child to and from visits; Tabor will not support you with this matter and you will not get calls for future placements. Instead, you will be reminded of why you receive a subsidy and that you signed a contract to carry out specific task. Emails were sent expressing the issues/concerns I had and they were never answered. Those emails were sent directly to the CEO( Karen Coleman). There will continue to be an influx of children waiting to be placed in open homes as long as agencies such as Tabor continue on with unprofessional practices of allowing personal factors to shape their decision to utilize or not utilize Resource Parents with open homes awaiting children. There are a number of homes open without children in them because that's part of the ridiculous unprofessional antics that Tabor indulges in and their is no accountability or check and balance to monitor what occuring. So, administration supports the nonsense. I recently Adopted, a True Blessing, a Big Deal!! Tabor did absolutely nothing!! Not a card, Not a shout out nothing to celebrate the child at all. The two Superb staff I mentioned above Dana Wallace & Kellie Patterson personally were present. I am Utterly Disgusted with Tabor 👎🏿👎🏿
