Our mission is to “identify and provide services to improve the lives of children and their families.”
We have been serving local families since 1890 and last year, our services helped 1,420 children and adults.
Our Foster Care program provides nurturing, supportive foster families for children who are in need of temporary care until they are reunified with their biological families or become available for adoption.

Requirements to become a foster parent
You must meet minimum requirements to provide foster care in Pennsylvania. Foster parents for children in need must:
- Be a minimum of 21 years old
- Pass a criminal background check with fingerprinting
- Have time and energy to devote to fostering
- Live in a safe and healthy environment
- Prove good health through a medical examination/physical
- Maintain financial stability
- Clear all home safety requirements
- Complete required pre-service training hours
- Finish the Home Inspection
After fulfilling all requirements during the approval process, licensed foster parents can welcome a foster child into their home. To maintain a valid license, foster parents must also participate in ongoing training each year.
All adults who are living in homes with foster children in Pennsylvania must pass a required criminal background check and fingerprinting. This includes adult children who are family members living at home.
There are other, more detailed requirements for foster homes, such as having a flushing toilet and an operable phone. Prospective foster parents will learn more details during foster parent orientation.
Once you've decided to foster, you can contact a public or private foster agency or the Pennsylvania State Resource Family Association. Foster agencies screen and train prospective foster families and ensure applicants are good candidates for foster care.

Just a crooked organization inside Franklin county that the State needs to shutdown ! The and they don't let you know that your children even have an appointment !

im currently at this placement on a off campus visit rn. they are so horrible i may be here till october or longer. i am here for truancy and diagnostic testing. i don't recommend worst placement i been here twice they starve me because im vegetarian and a extremely picky eater and when i actually get food it's always a tiny bowl of butter noodles. staff are rude af. never give anxiety meds when i need them. cops got called on here for starving and neglecting me. bug infested always have bugs crawling on me in my sleep and centipedes in bathrooms . 0/10 stars.

They don’t coordinate calls very well and the staff gives you the run around. Staff can also be rude and hang up on you abruptly. They also haven’t given my son a long over due haircut or give him his belongings that I take in to him. Everything seems to get lost. Not impressed with this place overall.

Caseworker doesn't communicated doctors appointments very well. Waits to the last min to tell you that they cancel it for the day and then never tells you when it reschedule for. Better yet, caseworker doesn't let parent know about school events or soccer games when parent still has their rights.
