We are an adoption agency helping create families regardless of religion, ethnicity, or race. Along with assisting families in their adoption journey, Adoption ARC focuses on empowering women to make fully informed decisions as to the best option for their unplanned pregnancies. We focus on providing women with alternatives to abortion and options such as foster care, kinship care, parenting their child, and adoption.

Requirements to become a foster parent
You must meet minimum requirements to provide foster care in Pennsylvania. Foster parents for children in need must:
- Be a minimum of 21 years old
- Pass a criminal background check with fingerprinting
- Have time and energy to devote to fostering
- Live in a safe and healthy environment
- Prove good health through a medical examination/physical
- Maintain financial stability
- Clear all home safety requirements
- Complete required pre-service training hours
- Finish the Home Inspection
After fulfilling all requirements during the approval process, licensed foster parents can welcome a foster child into their home. To maintain a valid license, foster parents must also participate in ongoing training each year.
All adults who are living in homes with foster children in Pennsylvania must pass a required criminal background check and fingerprinting. This includes adult children who are family members living at home.
There are other, more detailed requirements for foster homes, such as having a flushing toilet and an operable phone. Prospective foster parents will learn more details during foster parent orientation.
Once you've decided to foster, you can contact a public or private foster agency or the Pennsylvania State Resource Family Association. Foster agencies screen and train prospective foster families and ensure applicants are good candidates for foster care.

We adopted our beautiful son through ARC. This isn't just a one time engagement - ARC have been with us throughout the entire process and beyond. They have remained in contact, supported us through the entire process and we are still very much in touch. I can see Tara and team are passionate about adoption and care about birth families, adoptive families and of course about the beautiful children. Adoption is full of hope and at times uncertainty and Tara and team have always remained responsive and available when needed. Dedicated agency.

When longing for a child, whether single or married there are a lot of emotions that accompany the practical guidelines one must inevitably go through to get approved. Depending on the state or country you live in the laws vary and the details become quite tedious. Meanwhile your heart is beating with love to share and the waiting period can be taxing. After my decision to adopt, and my desire to have the experience of beginning my family with a new born baby the agency search was often an intimidating process. I adopted my son in 1997 and I have no recollection how I came across Adoption Arc in Philadelphia. Other agencies had very long waiting periods and Arc moved swiftly once they approved my paperwork. Working with Tara Gutterman was a comforting experience. She clearly is empathetic and has a carefully chosen staff for support. I will never forget the morning of the special phone call from her sharing that the birth mother had seen our profile and liked it. I was sitting on my sun porch with a friend envying her infant daughter and the hole in my heart that constantly tugged at me disappeared within minutes. A baby boy. My baby is now 18 years old and has been raised in Sweden. All babies and children are gifts in one´s life, however there exists also a unique bond that continues with other adoptive parents who fully understand your position. By remaining connected with Tara and staff I feel a sense of belonging and enjoy the newsletters and updates and especially now that we have Facebook, seeing the glow on other people´s faces in photos when they meet their son or daughter delights me. I am so happy Adoption ARC has extended from it´s simple beginnings to Europe and continues to place children who might otherwise wind up in foster care into permanent settings. Adoption, ARC in and of itself is a family practicing genuine ethics and morals and despite the obvious excellent professional and legal side that is necessary, adopting from Adoption ARC leaves one feeling well cared for throughout the process. I will always highly recommend Adoption ARC and I am proud of their growth in child placement. The day your baby is placed in your arms you will know as your eyes meet and souls connect that it was so worth the complexities and waiting period. Love conquers all. We are Kevin and Angel Kelley and our adoption journey was completed by Adoption Arc. . Initially we did not start the process with Adoption Arc but they quickly and gladly took on our unique case and treated us with care and respect. Their team walked with us through times of anxiety and partnered with us throughout the process. Our home studies allowed us to prepare for our new addition as well as draw us closer as husband and wife. Tara Gutterman was very personable. She took the time during the finalization (extended wait) to meet and engage with all of our family members. She left them with a lasting impression of care and professionalism as an attorney.
