Requirements to become a foster parent
You must meet minimum requirements to provide foster care in Pennsylvania. Foster parents for children in need must:
- Be a minimum of 21 years old
- Pass a criminal background check with fingerprinting
- Have time and energy to devote to fostering
- Live in a safe and healthy environment
- Prove good health through a medical examination/physical
- Maintain financial stability
- Clear all home safety requirements
- Complete required pre-service training hours
- Finish the Home Inspection
After fulfilling all requirements during the approval process, licensed foster parents can welcome a foster child into their home. To maintain a valid license, foster parents must also participate in ongoing training each year.
All adults who are living in homes with foster children in Pennsylvania must pass a required criminal background check and fingerprinting. This includes adult children who are family members living at home.
There are other, more detailed requirements for foster homes, such as having a flushing toilet and an operable phone. Prospective foster parents will learn more details during foster parent orientation.
Once you've decided to foster, you can contact a public or private foster agency or the Pennsylvania State Resource Family Association. Foster agencies screen and train prospective foster families and ensure applicants are good candidates for foster care.

We had the honor of working with Kathryn in partnership to provide our members a training specifically on the Power Dynamics between Expected/Birth Mama and Adoptive Mama.
This training was one of the most powerful, eye opening trainings we have received and are so thankful she was willing to share insight with our community!

I recently worked with Absolute Love Adoptions, Inc. in my capacity as a professional birth doula when the agency sought out supportive services for a client. Providing prenatal and birth support to someone choosing adoption for her infant was new for me in my doula work, and I was anxious to learn how I could best help. To that end, the Exec. Dir. Ms. Russell educated and sensitized me to the deeply personal experience of adoption choice, and to many of the relevant legal and confidentiality issues confronted by participants. Together, she and the client shared with me the most pertinent ways that I could be of assistance. Throughout the relationship, I was extremely impressed by the agency’s sensitive professionalism and authentic concern for the best outcomes for all involved, all the while maintaining an impeccable regard for privacy and discretion. It was my genuine pleasure to be invited into this process, and to observe Absolute Love Adoptions, Inc. so skillfully navigate a terrain that was entirely new to me.
