Requirements to become a foster parent

Raising foster children is a rewarding and life-changing experience. You can make a real difference in a child's life, helping them on a path toward success.

Remember that fostering affects the whole family, so talk to your partner and biological children if you're considering this journey. Learn more about what to expect and ensure it fits your lifestyle. You must be healthy and have enough time and energy to care for a child and meet their needs. This is important for gaining foster parent approval because every child must have this foundation of support.

Each state has requirements for foster parents. In New York, applicants must:

  • Be 21 years of age or older
  • Live in a safe and stable environment
  • Have enough space for a foster child
  • Show financially stability
  • Prove that all family members are in good health
  • Pass a background check
  • Clear a home safety inspection
  • Attend required foster parent training
  • Complete the Home Study process
  • Provide a minimum of three character references

Foster families in New York can rent or own their homes. Adults can become foster parents no matter their marital or divorce status. All adults who are living in the home with foster children must pass the New York required criminal background check. Every adult must complete both state and federal background checks and undergo fingerprinting.

Interested candidates can make the first call to foster services and get the approval and licensing process started. Contact the New York Office of Children and Family Services (NYOCFS) or your local Department of Social Services (DSS). The first step after expressing interest will be to attend a foster orientation. Potential foster parents can learn about the approval process at the event and get questions answered by a foster child advocate.

The foster parent training requirement begins with pre-service training. After getting licensed, foster parents must participate in ongoing training and educational programs.

Going to this program made me worse and exposed me to more behaviors than I needed. I was a resident in 2021 and have made more progress since leaving the program.

A lot of medical neglect, appointments were not handled well here.

There is not good treatment it only met my basic needs and they need more community based programs to handle treatment.

I’m now in a different program in ny where it is stable and healthy enough. Offers many programs and Opportunities to thrive. I got my permit, license and a job. I am stable enough to work in a resteraunt.

In Parsons programs this would’ve been impossible. I was so anxious 24/7 and on alert because of how toxic and mismanaged parsons was for me. It deteriorated my mental health and wasn’t able to provide me with the resources I needed to thrive.

All I can say is I am glad I left and if your looking into this program I would rethink it being most girls/boys come out worse.

There are good programs out there just not this one.

This organization is an embarrassment to quality mental health professionals EVERYWHERE as they’re rude on the phone, incredibly slow to follow up on medication refill requests and after over a year of patronage here, I’ve gone through 4 therapists because they cannot keep staffing levels acceptable to save their own lives. Recently I had an issue with a refill request that I made on a Monday morning for medications that were already empty and needed the refills asap. After checking with my pharmacy to see if they were sent and finding out they were not, I continued to call on Tuesday and Wednesday. By the time Thursday came I was completely out of medication and I called again and asked to speak to a nurse. The nurse called me back an hour later and informed me that my doctor who manages my medications was on vacation and that only the doctor could send in the refills. I told the nurse this was unacceptable and that I needed my medications to filled asap. She showed me no empathy whatsoever and told me to deal with it. I then called the director—whom I’ve dealt with on several occasions (most which where she’ll usually fail to call or email back) and left her a message. No call back. Then I sent her an email explaining my situation and that I was at the end of my rope with the terrible quality of their services and that I had just submitted a complaint to the NYS DOH Office of Professional Medical Conduct.

About an hour later, after receiving no call back from anyone and no email reply from the director, my pharmacy called me to say that the refills had been received.

Awfully funny how that works when I was first told that the refills couldn’t be sent due to my doctor’s absence to doing exactly what I asked you to do just days earlier.

Sadly, this isn’t the first time something like this has happened and if I ended up staying here as a patient, it certainly wouldn’t have been the last.

This place is terrible, stay far away!

Parsons Child & Family and Northern Rivers are not organizations you want to deal with. Save yourself the frustration and find an organization that actually cares and supports their patients.

definitely only like my therapist. They have such rude staff. There is only one nice lady in the front who actually explains things to you. The people in this facility forget CLIENTS needs at the most important thing there. If you are a nurse, or a doctor working in a hospital they would’ve tried anyway possible to accommodate the clients needs. I was on and off medication due to my miscarriage. My damn obgyn had more checkups and still has checked on me more then this MENTAL facility. I honestly do not think the place is a bad place but the staff all besides one lady are very rude, dismissive, and unapologetic. Not even one of the staffs there has even apologized for any inconveniences that they caused. Instead of trying to accommodate the clients need they literally act as if it’s not their problem… I get it certain things aren’t but at least making sure all clients needs are met. If medication is what the doctors think I need … and I can’t stop abuprtly then why do the staff here constantly shrug their shoulders and make it seem as if medicine that they have been taken for weeks won’t drastically effect their personality, as well as body function. There are so many symptoms that can happen to a person .. and the lack of empathy for a job where you should be sympathetic and understanding towards the patients needs has me absolutely dumbfounded by they way I was spoken too. Do not recommend…🤗 only gave two stars because my therapist there is a wonderful person and has helped me a lot , but anything outside those sessions have been distasteful and leaves me super frustrated!

I would never recommend this facility to anyone. They let my daughter be kidnapped by her Father, than plays dumb when reading court order. I do wonder the education level of their "legal" team. The person who runs the RTF, cause damages to families in order to push them out within 6 months. Not addressing the whole issue, including drug use, (actually telling my daughter it's normal teenage behavior to do drugs, as my daughter will drink a 5th without batting an eye) and being held accountable for her actions. They have caused WAY MORE DAMAGE THAN GOOD. AND THEY REFUSE TO HOLD THE PROGRAM DIRECTOR ACCOUNTABLE FOR THE DAMAGE SHE HAS SINGLE HANDED CAUSE MY FAMILY. Do not trust the "family advocate" she only advocates for Parson's self serving purposes and WILL NOT ADVOCATE FOR YOU OR YOUR FAMILY. I wouldn't trust these people to to provide mental health services to a dead RAT! The only reason they are even still open, is there's legit NO WHERE ELSE in the Hudson Valley district. OMH needs to better. Parsons is failing our children and families. All excuses, zero results or answers on why the LACK of treatment provided.

I went there it was better when it was by parsons alone. I loved it at Neil Hellman I was there from 2003 Until 2006 when I graduated from there.
