The agency cannot guarantee a time period by which a family will receive placement. Families applying for this program must recognize the possibility of never being chosen by a birthparent for an adoptive placement. Average wait ranges from one month to three years. New Horizons also works with many other agencies for the placement of minority children.

Support Payments
Minnesotan foster parents receive a monthly basic payment to help with the care costs of the foster child. Payments vary depending on the child's age and circumstances. They start at $650 per month.
In some circumstances, foster parents can also receive a difficulty of care supplemental monthly rate. These payments help support children with physical and mental difficulties and can be up to $1,500 per month.
Medical and Dental Coverage
In Minnesota, foster children receive Medicaid coverage for their medical and dental needs.
The foster parents are responsible for arranging the child's medical care and must attend all necessary appointments to maintain their health and well-being.

I attempted to adopt through this agency. It was an out of country adoption in Uganda. They did not follow the law, they did not give any indications that they knew what the law was, and stated to my family on multiple phone calls that individuals who do not work for them get final say on adoptions - which is ALSO against the law.
I later learned that this organization is under investigation by USCIS and is AT RISK of losing their license due to the questionable judgement used in what should be straight forward management.
I cannot recommend enough that you go with ANY other agency in the market. These individuals just don't know what on earth they are doing.
